SANATOGA PA – Lower Pottsgrove‘s township engineer, Bursich Associates of 2129 E. High St., will review electrical wiring plans for structures regulated by the township building code, under an agreement approved Thursday (May 21, 2009) by the township Board of Commissioners during its second monthly meeting in the municipal building, 2199 Buchert Rd.

Building code reviews normally are conducted by township Zoning Officer and Director of Codes Keith A. Place. Place is working on, but has not yet finished, updating his state certification for electrical reviews, township Manager Rodney Hawthorne told board members. That makes it necessary – probably only for a short time, Hawthorne noted – to contract with a third-party firm to conduct the review work.

Bursich was the lowest bidder, at a cost of $60 hourly. Four other bids ranged as high as $80 hourly. Money to cover the cost is already budgeted, Hawthorne said.

LIMERICK PA – Chuck Kropp seems to never tire of his duty.

Kropp, a member of the honor guard of the Pottsgroves’ American Legion Post 244, stood at rest Sunday afternoon (May 17, 2009) just beyond the Veterans’ Memorial in the Limerick Garden of Memories. He held a trio of rifles with his left hand, rifles with which he and his firing squad colleagues would pay homage to local service men and women who made the ultimate sacrifice for their nation.

Kropp smiled and joked in conversation with a passer-by. But minutes later, during a Memorial Day ceremony annually sponsored by the cemetery at 44 Swamp Pike, his face would grow as somber and serious as the tasks he was called upon to perform.

Honor Guard duty can take a toll on its participants, Kropp and others will tell you.

They regularly practice for hours – even those like Kropp, who have served for years on the detail – to ensure each of their movements is crisp, clean, and militarily professional. Then, no matter what the weather or conditions, they stand for hours more at funerals and observances like that in Limerick, to ensure that no serviceman or woman is ever forgotten.

The Pottsgroves’ American Legion contingent, recently re-named in honor of Pottstown Brigadier General Elmer S. Friedberg, was one of several service organizations joining the ceremony in Limerick. Also represented were  Veterans of Foreign Wars Post 780, American Legion Post 47, Marine Corps League Detachment 450, Vietnam Veterans of America Chapter 565, Disabled Veterans of America Chapter 93, the AMVETS, and Chapter PA-2 of the Women Marines’ Association.

The modestly-attended event featured  an invocation and benediction by Pastor Dan Peters of the Limerick Chapel, an address by Capt. Robert Boyce USN, a wreath-laying by members of the Women’s Auxiliary, and several songs played by the Limerick Brass. Members of the Limerick (PA) Township Board of Supervisors represented the municipality.

422 Repairs, Delays Start Tuesday

ROYERSFORD PA – A 4-1/2-mile stretch of U.S. Route 422, roughly between its Royersford and Collegeville (Route 29) interchanges, will undergo $12.2 million of reconstruction and improvement work beginning next week, the Pennsylvania Department of Transportation (PennDOT) announced Thursday (May 21, 2009).

“We are ready to upgrade this rough stretch of pavement and provide motorists with a smooth, structurally-sound roadway for many years to come,” PennDOT District Executive Lester C. Toaso said. The work, which starts Tuesday (May 26, 2009) is being financed by federal econnomic stimulus money. The project is scheduled to end in July 2010.

Work crews will remove areas of broken concrete pavement and pour new concrete patches on eastbound Route 422. They also will resurface the concrete pavement with asphalt; repair 12 bridges; repair ramps at the Route 29 and Royersford interchanges; install safety rumble strips on roadway shoulders; clean existing pipe culverts; and install new guide rail, reflective pavement markers, and Intelligent Transportation System conduit.

For 422 drivers, the work will cause some added delays.

They’ll face lane closures weekdays, weeknights and some weekends during the next 12 months, Toaso said. PennDOT’s contractor, Road-Con Inc. of West Chester PA, instends to stage the work so all lanes will be open on eastbound Route 422 during the peak morning commuting hours, and all westbound lanes will be open during the peak late-afternoon travel hours.

In addition, weekend ramp closures will occur at the Route 29 and Royersford interchanges for repairs and resurfacing.

Starting Tuesday and lasting about three months, eastbound Route 422 will be reduced from two lanes to one on weekdays from 10 a.m. to 5 a.m. the next morning for the removal and replacement of deteriorated concrete pavement. The contractor plans to start at the Royersford Interchange and proceed east.

When the concrete replacement work shifts to Route 422’s westbound lanes in August or September, westbound motorists will encounter a signal-lane pattern weekdays from 7 p.m. to 2 p.m. the next afternoon.

Route 422 carries 62,000 vehicles a day between its Collegeville and Royersford exits. This portion of highway to be repaired was built in the early 1970s, PennDOT said.

SANATOGA PA – With little discussion, an agreement to cooperate with neighboring Limerick (PA) Township in “planning and development” of a master plan for the Sanatoga interchange at U.S. Route 422 was unanimously approved Thursday (May 21, 2009) by the Lower Pottsgrove Township Board of Commissioners.

A similar measure has already been approved by the Limerick Board of Supervisors, Rodney Hawthorne, Lower Pottsgrove township manager, told commissioners during their second monthly meeting in the township municipal building, 2199 Buchert Rd.

Lower Pottsgrove’s resolution, No. 814, does not commit it to any decisions or financial expenditures, township Solicitor R. Kutz Holloway noted. “It’s just the first step in the process,” he said, an acknowledgment that the townships “are going to work together.”

The interchange, around which a huge amount of commercial and residential growth is expected in coming years, is divided by the townships’ common boundary line. The municipalities anticipate it will cost tens of millions of dollars to re-work the highway’s exit ramps, widen existing roads, create a feeder or frontage road system, and install traffic control systems there.

Potentially as important as their common need for funds, however, is the indication from officials in both townships of a common interest in land use, zoning issues, development standards, and possibly even marketing of the interchange as a visitor destination. Those and other topics likely will be subjects of interest in the master plan collaboration.

In the recent past Lower Pottsgrove has been seen as somewhat further along than Limerick in planning components for the interchange. However, Limerick earlier this year completed its township comprehensive plan and Lower Pottsgrove continues to refine zoning language for its interchange district, so it’s hoped coordination can be a simple task.

Klotz Congratulates Kropp On Judge Win

SANATOGA PA – In a quietly spoken but nonetheless upbeat address Thursday night (May 21, 2009), during the Lower Pottsgrove (PA) Township Commissioners meeting, board member Stephen Klotz proceeded to practice what he preached.

“When I’ve coached (sports) teams, I’ve always taught my kids that you distinguish youself both in winning and losing,” Klotz explained to a small audience in the municipal building. With that preamble, he publicly congratulated Edward Kropp Sr., his victorious opponent during this week’s Pennsylvania primary election for judge in Montgomery County’s Magisterial District 38-1-12, “as the best man for the job” and “a great guy for the position.”

Klotz’s loss in the magisterial race, he acknowledged, means he cannot return to the Board of Commissioners in 2010; his term ends this year. “But I’m going to continue to work in and for this community,” he promised. “I’m not going away.”

Klotz, a home improvement contractor, finished second Tuesday (May 19, 2009) in a three-way race with Kropp, a Pottstown police detective, and G. Michael Shirey, a Collegeville police officer. All hoped to fill the seat being vacated by retiring Judge John Durkin, whose district court, located at 2093 E. High St., serves Lower Pottsgrove and part of Pottstown.

All three were cross-filed on both Republican and Democrat ballots, and Kropp won both by a significant margin. His dual-ticket win virtually assures him of success in the upcoming November election.

It also focuses a more intense spotlight on the Board of Commissioners’ contests to succeed Klotz and fellow member Anthony Doyle, who declined to run for re-election. Three candidates – Republicans Michael McGroarty and James Kaiser, and Democrat James Prendergast – will compete this fall for their two seats.

The district judge race itself was hard-fought. Kropp, Klotz and Shirey all received wide-spread promotional help from supporters who blanketed local roadsides with their favorites’ temporary signs. Kropp and Klotz personally knocked on doors in several neighborhoods to introduce themselves to voters. Klotz also relied on a half-dozen mailings.

With the campaign behind him, despite its outcome, Klotz entered the commissioners’ meeting smiling, greeted visitors, and announced he “felt pretty good.” Later, he noted, running against Kropp, “my neighbor, and someone I consider a friend,” was difficult. “The best guy won, though,” Klotz said, and he pledged to help Kropp “keep kids on the right path.”

And on what had once been a multi-page website promoting his candidacy of recent months, the departing commissioner offered a single, simple message: “Steve Klotz wants to thank everyone for their support throughout the campaign.”

Community Band Concert Marks 50th

LOWER POTTSGROVE PA – A free community concert, marking the 50th anniversary of the Pottsgrove Community Band, will be held June 14 (2009; Sunday) at 3 p.m. in Pottsgrove High School, 1345 Kauffman Rd.

The band consists of volunteer musicians from Lower Pottsgrove, Upper Pottsgrove and West Pottsgrove (PA) townships – some of them highly trained professionals – who practice every Monday at 7:30 p.m. from September through June at the high school under the direction of Pottsgrove Middle School music teacher Rodney Boyer. He invites all community musicians to join the band; e-mail him to express an interest.

The band and other recreational programs in the Pottsgroves townships are sponsored by the Pottsgrove Recreation Board, a centralized recreational organization that is funded by the three townships and the Pottsgrove School District. It meets on the second Thursday of each month.

The board is composed of an elected official and a citizen representative from each governing body. They are Steve Klotz and Patty Bleakly, Lower Pottsgrove; Renee Spaide and Jill Ludy, Upper Pottsgrove; Patrick O’Neil and Pat Daly; and Scott Fulmer and Diane Cherico, schools. Jody Sweinhart is director of recreation.
