Officers Resign In Historical Society Bickering

SANATOGA PA – The president and vice president of the Lower Pottsgrove Historical Society, and two members of its museum committee, abruptly resigned from office last week in a leadership rift that one side characterizes as a problem of “negative attitudes,” and the other claims is a problem of “personal agendas.”

Ordinarily, such they-said-we-said bickering would merit little attention beyond the non-profit organization’s 80 dues-paying members. The historical society, however, has received taxpayer-funded contributions from Lower Pottsgrove (PA) Township for several years as part of its operating revenue.

It’s unknown what, if any, role the group’s internal strife will play in township decisions about whether its gifts should continue in the tight budget year to come.

President Guy Rogers, 1st Vice President Bob Joos, and committee members Ruth and Butch Rogers tendered their resignations before the start of the society’s meeting last Wednesday (Oct. 14, 2009) in its museum and offices at the former Sanatoga Chapel, 2341 E. High St., Pottstown PA, Joos reported by e-mail.

In a subsequent telephone interview, Joos said he and the three Rogers family members “had enough” of what he claimed was a constant barrage of “negative attitudes from a few people who regularly attended meetings. We decided we were going to move on,” he said. The four offered the reasons for their actions and then left, according to Joos.

“It was apparent that they had other personal agendas,” society member and former township Board of Commissioners President Thomas Troutman – responding in a separate e-mail – said of Rogers and Joos.

Although both had been elected since 2005 to their society leadership positions, “neither … lived in Lower Pottsgrove Township,” Troutman wrote. “We thank them for all of their efforts and work in the past,” he added.

Troutman, who was the society’s 2nd vice president, this afternoon (Wednesday, Oct. 21, 2009) said he had moved into the president’s vacancy. Member John Scherer was appointed 1st vice president, and member David Updegrove was named 2nd vice president.

It was Troutman who, during township budget discussions last fall, urged current commissioners to fully restore Lower Pottsgrove’s contribution to the society after the board announced plans to halve it. That cut was to have been part of a broader move to also reduce contributions to the Sanatoga-based Visiting Nurse Association, the Pottstown Area Seniors Center, and the Pottstown Public Library.

Public outcry over the proposal, and particularly its effect on the library, prompted commissioners to restore funding to all four organizations over six months. The money came, in part, from the township savings account, known as a fund balance.

Now a board committee and township staff members are honing Lower Pottsgrove’s 2010 budget. During the board’s Sept. 24 (2009) meeting, Commissioners James Phillips and Stephen Klotz both expressed their desire to avoid a tax increase in the coming year. “That looks harder and harder as the economy gets worse and worse,” Phillips said.

Given the board’s self-imposed limits on how low the fund balance can be drawn, and the fact that township revenues have dropped significantly with the recession, commissioners may conclude budget cuts – including some or all contributions – are among their few options in meeting a no-tax-hike goal.

“It’s way, way too premature to talk about tax rates,” Phillips said in the September meeting.

Only minutes later, township Manager Rodney Hawthorne showed commissioners and meeting audience members a new, decorative blanket depicting scenes from within the township. The fringed, blue-and-white coverings – the township ordered 130 of them – could be offered in a fund-raiser for $50 each, Hawthorne noted, with a partner to do the selling and split the profits.

The suggested partner was the historical society.

Celebrate Halloween At Sanatoga Festival, Other Events

SANATOGA PA – The annual celebration of all things Halloween in Lower Pottsgrove (PA) Township, known this year as the Verizon Fall Festival, will be held Sunday (Oct. 25, 2009) from 1-3 p.m. in the township’s Sanatoga Park, 200 S. Sanatoga Rd., Pottstown PA.

The Parks and Recreation Department has scheduled hay rides, a children’s music show, games and crafts, treats, and a costume contest. Parents can enter their children in the contest on the day of the event, but registration is required. An advance registration form is available for download.

The festival, now in its seventh year, this year bears the name of a sponsor, Verizon Corp. Its substantial contribution paid for most of the activities scheduled, township Assistant Manager Alyson Elliott recently (Oct. 5, 2009) told members of the township Board of Commissioners. Verizon earlier this year won a franchise agreement to sell its multimedia communication services in the township.

In fact, Elliott added, Parks and Recreation succeeded this year in obtaining outside funding for all of its special programs. Candy for the spring Easter Egg Hunt was donated by Paul Kennedy of SK Advertising, Pottstown PA. The summer Fishing Derby was underwritten by Wells, Hoffman, Holloway and Stauffer, the law firm of township Solicitor R. Kurtz Holloway. The seven performance Summer Concert Series won sponsorship from Exelon Nuclear.

One of those performances, by the Ernie and Neal Kids Band, was not held because of inclement weather and return scheduling problems. Consequently, the band is now slated to provide the musical entertainment for Sunday’s festival. “We didn’t plan it that way, but it worked out pretty well,” Elliott told the board.

  • Dracula On Stage
    Halloween thrills and chills take to the stage during October as “Dracula,” the play based on the novel by Bram Stoker, is presented in evening and matinée performances by Village Productions at the Tri-County Performing Arts Center, 245 High St., Pottstown PA.Performances are scheduled for  Friday (Oct. 23) at 8 p.m.; Saturday (Oct. 24) at 8 p.m.; and a Sunday (Oct. 25) matinée at 3 p.m.
  • Gothic Gala At Downtown Gallery
    The Gallery On High, 254 High St., Pottstown PA, will host the opening of its fall members’ show with a “Gothic Gala” from 5-8 p.m. at the gallery. Costumes are preferred but not necessary. Light refreshments will be served. The show features the work of more than 25 local artists, and runs through Nov. 14.

Planning Commission Meeting Canceled

SANATOGA PA – The October meeting of the Lower Pottsgrove (PA) Township Planning Commission, which was scheduled to be held last night (Monday, Oct. 19, 2009) in the municipal building, 2199 Buchert Rd., Pottstown PA, was canceled, township Assistant Manager Alyson Elliott said.

Several commission members were known to have been unable to attend the meeting, and discussed the issue Sept. 30 when the board last met. At the time, however, an alternative date was not set.

Elliott said the meeting may be re-scheduled during the last week of October, but was not yet finalized.

POTTSTOWN PA -Tomorrow (Wednesday, Oct. 21, 2009) is the day to think pink.

Pottstown Memorial Medical Center (PMMC) will observe “Pink Day” Wednesday to raise awareness of and support for victims of breast cancer. Men, women, and children are encouraged to wear something pink as a way to honor breast cancer survivors, remember those who have lost their battle with the disease, and heighten public consciousness about cancer research.

Breast cancer affects about 1 in 8 women, making it the most common cancer among women other than skin cancer.

PMMC, 1600 E. High St., Pottstown PA, will be illuminated in pink lights from dusk to dawn through Oct. 31 in recognition of National Breast Cancer Awareness Month. The hospital also will supply pink breast cancer awareness ribbons to companies, clubs, and organizations throughout the community; call 610-327-7585 with the quantity needed.

Pink Day began at PMMC six years ago as a way to raise funds for the Breast Health Fund, according to event creator and hospital Community Health Specialist Pat Eltz, RN. The fund assists local women with breast cancer who must take time off work due to the disabling effects of chemotherapy and other cancer treatments. It helps victims buy medications, and keep up with bills and other expenses.

Commissioners Renew Brown Street Garage Lease

POTTSTOWN PA – Renewal of a lease agreement between Lower Pottsgrove (PA) Township and its Sewer Authority, for the township’s continued use of a maintenance garage the authority owns at 2404 Brown St., has been conditionally approved, but township commissioners asked to slightly modify the contract.

The authority’s proposed lease contains a new clause, one that gives it an opportunity to terminate the agreement before it expires. That’s been added in case the authority is interested in selling its building, which has been discussed during its recent meetings, township Manager Rodney Hawthorne said.

No problem, commissioners collectively said earlier this month (Oct. 5, 2009). But if the authority chooses to sell, they’d like the township to have the first opportunity to decide whether or not it wants to be the buyer. In legal terms, township Solicitor R. Kurtz Holloway, noted, that’s known as a “right of first refusal;” he said he would explore the potential of adding it to the lease agreement.

Holloway is expected to report on the matter Thursday (Oct. 22, 2009) when the Board of Commissioners meets at 6 p.m. in the township municipal building, 2199 Buchert Rd., Pottstown PA.

Commissioner Anthony Doyle said the board and the authority “have a good relationship,” and expected the authority would agree.

Assuming the terms are acceptable to all, the board unanimously voted during its first meeting this month to renew the lease at an annual cost of $8,000. Commissioner Jonathan Spadt was absent and did not vote.

Wanna Know Where Money Goes? Read Warrants

POTTSTOWN PA – Outgoing Lower Pottsgrove Commissioner Anthony Doyle thinks the public would be interested in the minutiae of how the township spends its money.

Doyle during recent months has regularly suggested the township post what is known as its monthly warrants – a list of bills approved by the Board of Commissioners to be paid – on its website. He proposed it again earlier this month (Oct. 5, 2009), during the board’s first October meeting, contending the published list offers accountability to interested members of the public.

Commissioners’ President Bruce Foltz expressed concern there wouldn’t be enough space on the website. The warrants, Foltz noted, run to 25 or more pages monthly.

As a potential alternative, The Sanatoga Post offered to make the monthly warrants available as Adobe Acrobat documents on its website for online reading or download, so long as the list was provided in a form that could be readily converted into a readable document. Foltz thanked The Post for its offer, and said it would be taken under advisement.

For those willing to make a trip to the township municipal building, 2199 Buchert Rd., Pottstown PA, the list of warrants is available from township staffers by request during regular business hours, Manager Rodney Hawthorne said. Warrants from a previous month usually are publicly available by the 25th of the following month, he added.

Doyle, whose term as commissioner ends this year, did not seek re-election.

POTTSTOWN PA – The top price paid for real estate within the township from July 29-Aug. 4, 2009, was $275,000, the Philadelphia Inquirer newspaper reports. The property is located at 4 Country Dr.

A second property, at 1956 Mallard Ct., also sold for $275,000. A third, at 81 First Ave., sold for $219,000; and a fourth, at 735 Dogwood Ct., sold for $166,500..

This week’s top reported prices were listed Sunday (Oct. 18, 2009) in “The Top 50,” the newspaper’s weekly review of highest prices paid for real estate sold within the city of Philadelphia and townships in its surrounding counties.

By contrast, during the same period, the top home sales price in Pottstown PA Borough, immediately to the west was $180,000; Limerick PA Township, east, $412,500; New Hanover PA Township, northeast, $335,000; Upper Pottsgrove PA Township, west, $160,000; and in North Coventry PA Township, south, none listed.
