The Falcons' flags fly this weekend at HersheyPark in Hershey PA.

POTTSTOWN PA – The winning, and therefore smiling, members of the Pottsgrove High School Falcons Marching Band head off Saturday (Nov. 14, 2009) to HersheyPark Stadium, 100 W. Hersheypark Dr., Hershey PA, where they will compete in the two-day Cavalcade of Bands Association Inc. Pennsylvania Championships.

The contests begin at 9:15 tomorrow morning and run through 7:30 p.m. Sunday, with an estimated 70 high school marching bands from across the region vying for top honors. In addition to Pottsgrove, marchers from Spring-Ford and Boyertown high schools also will be on the field.

Pottsgrove’s first performance is scheduled for 6:15 p.m. The Falcons currently are ranked third in the state among 26 bands in the Cavalcade’s Independence Class. Classes are based on band size.

Pottsgrove finished its marching season recently with six first-place wins and two second-place finishes.

Tickets for the event remain available at a cost of $15 in advance; and at the gate $18, or $15 for students and senior citizens. Band lovers claim it’s a great time, and it couldn’t hurt to have as much maroon-and-white in the seats as possible.

School Changes Tonight's Fun Performance

20091113-LaserLightShow-GoogleImages

Expect eye-popping color tonight at Lower Pottsgrove Elementary.

POTTSTOWN PA – Tonight’s (Friday, Nov. 13, 2009) Family Fun Night performance at Lower Pottsgrove Elementary School won’t be what was originally planned, but organizers are willing to bet families that attend will have a blast nonetheless.

The night’s entertainment, presented by the Lower Pottsgrove Parent-Teacher Organization for the school’s students and their families, was to have featured Chinese acrobats. They are unable to perform as scheduled, the PTO alerted members Thursday afternoon in an e-mail. In their place, the PTO will offer a 45-minute laser light show, accompanied by music and presented by Prismatic Magic.

Doors to the school’s lobby, 1329 Buchert Rd., Pottstown PA, will open tonight at 6:30, for light refreshments and conversations. The “dazzling” show is set to begin promptly at 7:15 p.m. Audience members are advised to bring a blanket or beach towel with them for comfortable seating on the floor of the school gym, in which the show will be held.

Family Fun Night marks the end of the school’s first trimester marking period. Report cards (shudder!) for the period will be distributed during parent-teacher conferences scheduled for Nov. 23 and 24 (2009; Monday and Tuesday) at the school. The entertainment also precedes the school’s observance next week of American Education Week.

20091022-SanatogaPA-ElliottTownshipCode(Edit1)

New Codes Book Cause For Municipal Excitement

SANATOGA PA – The new codes book is here, the new codes book is here! The laws are something big again!

20091022-SanatogaPA-ElliottTownshipCode(Edit1)

Township Assistant Manager Alyson Elliott shows the new codes book to members of Lower Pottsgrove's Board of Commissioners.

OK, so maybe comedian Steve Martin would not have reacted quite the same way about Lower Pottsgrove (PA) Township ordinances as he did about the arrival of a phone book in his 1979 movie “The Jerk.” To some folks in municipal circles, however, the recent re-codification and printing of all legislation that directly affects township residents is a very big deal.

Given the cost of getting the job done – $24,000 during the past two years – it may be significant to taxpayers too.

Back in 2007 the township Board of Commissioners agreed to, and budgeted for, a proposal to clarify, organize, re-assemble, print, and put online a comprehensive set of all resolutions, laws and requirements enacted by and currently in force in Lower Pottsgrove.

The book covers all administrative and general legislation. Everything from what commissioners do, to what sex offenders cannot do; from building codes to Civil Service regulations … they’re in there. Thanks to a careful governmental house-cleaning, laws that have been superseded, changed, or repealed but somehow never were removed are no longer in there.

And because laws are likely to change again in the future, the new codes book looks somewhat like a fancy loose-leaf binder. The township will now receive quarterly updates and replacement pages from its publisher to keep the document continually fresh.

The same publisher, General Code of Rochester NY, is responsible for maintaining web updates. The entire set of codes online can be found here.

With all these changes, commissioners must adopt a resolution that officially makes the new codes effective and immediately makes the old ones moot. That is expected to happen during the board’s Dec. 7 (2009; Monday) meeting at 7 p.m. in the municipal building, 2199 Buchert Rd., Pottstown PA. That’s also where the new book can be found and is available for public inspection during regular business hours.

District Sets Dec. 3 Hearing On Rocks' Budget

District Sets Dec. 3 Hearing On Rocks' Budget

POTTSTOWN PA – A public hearing on the budget to renovate and re-build Ringing Rocks Elementary School – which covers its proposed cost, but not the design itself – has been scheduled next month by the Pottsgrove School District, despite the objection of one school board member who later said he considered the stated amount too high.

The district Board of School Directors, during its meeting Tuesday (Nov. 10, 2009) at Ringing Rocks, 1401 Kauffman Rd., Pottstown PA, voted to schedule what is known as an “Act 34 hearing,” named for 1973 legislation that amended the Pennsylvania School Code. The hearing is necessary for the district to apply for partial reimbursement of the $17.84 million its says it plans to spend on the project.

The hearing has been set for for Dec. 3 (2009; Thursday) at 7:30 p.m. in the Ringing Rocks gymnasium. Spoken or written testimony from members of the public, for or against the project, will be accepted. A 28-page booklet describing “physical, administrative, budgetary and fiscal matters relating to the project” is available for inspection at the district offices, 1301 Kauffman Rd., Pottstown PA, and also can be downloaded from the district website.

The cost being presented to the public and submitted to the state represents a “not-to-exceed” number; that is, the board pledges it won’t spend more than that amount unless it holds another hearing and obtains new authorization.

The sole dissenter in the board vote was Director Robert Lindgren. Lindgren has consistently supported and still favors the elementary school’s renovation and expansion. After the board meeting, however, he said he considered the maximum “number too high. We started out talking about a $15 million or $16 million project,” he noted.

It’s possible, Lindgren said, the final project cost could be significantly lower once its architectural drawings are finished and its plans approved. That will be determined in months to come, by committees on which Lindgren serves and, ultimately, by the board as a whole.

Board President Michael Neiffer was absent from the meeting and did not vote.

Bittersweet Homecoming For Family Grieving Son's Loss

BOYERTOWN PA – Gavin Owens, a 3-year-old wheelchair-bound boy who died Sunday (Nov. 8, 2009) of a mitochondrial disease that slowly shut down his organs, never had the chance to occupy his family’s new home. But he was able to see its reconstruction progress, and for his grieving parents the residence itself represents new hope.

2091111-GavinOwens-FamilyPhoto

A family photo of 3-year-old Gavin Owens, who died Sunday.

Gavin’s father and mother, Adam and Karen Owens, and his 4-year-old sister Madison, returned Monday from a Delaware hospital where their son and brother died to find a crew of friends and family members had emptied their cramped, second-story Pottstown PA apartment and moved them entirely into the new home on Route 73 in Boyertown.

The property was obtained and refurbished using monetary and material donations from individuals and businesses, and work by volunteer laborers.

Former Royersford real estate broker Randy Doaty, working with a Boyertown charity called the Erin’s Dream Project, was among its organizers. Among firms contributing to the effort were Haines and Kibblehouse Inc., which owns the Pottstown Trap Rock Sanatoga Quarry on South Sanatoga Road, Pottstown PA.

Despite the sadness that accompanies the death of any child under any circumstances, the story of the Owens family and the community effort to help them is an uplifting one, volunteers and donors say.

The family had struggled daily with conditions at the second-floor walk-up apartment with steep stairs. They wrestled with moving Gavin and his wheelchair up and down the steps to be able to make doctors’ appointments and other events, according to publicist John Spencer. Organizers of Erin’s Dream, who knew the Owens family and learned of their needs, determined the charity could help.

In recent months a group spearheaded by Doaty located the home, convinced its owners to rent the property to the Owens’ with an option to buy, solicited the necessary donations, and got work under way. Remodeling included the installation of handicapped-accessible parking and sidewalks, exterior landscaping, adding an additional room to the house, and interior painting.

The home was reconstructed with Gavin in mind, Spencer noted in an e-mail. The youngster’s debilitating cellular disease and autonomic (nervous system) dysfunction denied him the opportunity to enjoy the fruits of labors by people he never met but who cared to give their time and talents to help him.

Just yesterday (Tuesday, Nov. 10, 2009), as the Owens family consoled itself in its new surroundings, mother Karen picked up her mobile phone and messaged the world via Twitter: “Gavin would have loved this place.”

Some expenses of the rehab, known locally as Gavin’s House, remain uncovered. The Erin’s Dream Project will hold what it describes as a “bittersweet” spaghetti dinner fund-raiser this Friday (Nov. 13, 2009) to benefit the home and the charity, beginning at 6 p.m. in the Earl (PA) Township Fire Company hall, 1340 Ironstone Dr., Boyertown PA. A disc jockey will provide musical entertainment. Tickets cost $20 and can be purchased at the door. For more information, send an e-mail to Linda Cisick or Kristen Weller.
