Surprise! Municipal Snow Money Arrives Early

HARRISBURG PA – Early checks are in the mail to Lower Pottsgrove and Limerick (PA) townships, and the borough of Pottstown PA, to help them pay for the cost of cleaning up from the twin blizzards of earlier this month, state Gov. Edward Rendell announced Friday morning (Feb. 19,2010).

During a news conference held in Philadelphia, Rendell said he had issued a disaster emergency proclamation directing the Pennsylvania Department of Transportation to release $308 million in liquid fuels tax payments a month ahead of schedule to municipalities across the state. The payments will be mailed March 1.

Lower Pottsgrove is scheduled to receive $212,473; Limerick, $336,821; and Pottstown, $404,425.

Elsewhere locally, West Pottsgrove (PA) Township will receive $75,172; Upper Pottsgrove, $104,008; Douglass, $234,559; Lower Frederick, $108,612; New Hanover, $212,228; Collegeville borough, $85,457; East Greenville, $50,823; Green Lane, $11,113; Pennsburg, $50,397; Red Hill, $44,086; Royersford, $76,768; Trappe, $63,510; and Phoenixville, $279,450.

“This winter has placed significant demands on the resources of both PennDOT and its partners in local government,” said Rendell. “These funds will help local governments to pay some bills a little bit earlier.”

Liquid fuels tax payments are disbursed by the state for transportation-related expenses. The last time money was released early was during 2003 … following another blizzard.

Chief Complaint About Comcast: Its Cost

SANATOGA PA – Worries over the ability to control what two local residents claimed are annually rising prices for cable television services, provided by Comcast Corp. in Lower Pottsgrove (PA) Township, dominated a brief public hearing on the company’s performance held Thursday (Feb. 18, 2010) by the township Board of Commissioners.

The hearing was part of an effort by the Montgomery County (PA) Consortium of Communities, a municipal organization of which Lower Pottsgrove is a dues-paying member, to gather information on Comcast customer satisfaction. Consortium attorneys are negotiating new franchise agreements with the cable provider on behalf of Lower Pottsgrove and other area townships.

Pottstown PA attorney Paul Prince, who lives on Briar Lane, and Dee Parris of Duckworth Drive, both expressed concern about the cost of Comcast services.

Although it has competition in Lower Pottsgrove – Verizon Corp.’s FiOS-branded television services and satellite television providers sell their products here too – they separately said Comcast’s near monopolistic control of the market during the past 10 years allowed it to increase prices with little challenge.

“What’s it going to cost next? That’s what all my neighbors ask,” Parris said. “I don’t like the idea that they’re providing everything.”

Prince said he was “troubled by the notion of the franchise” as outdated and anti-competitive. “The costs are phenomenal, and there’s no regulation,” he said. “I’m a big believer in competition, and I think there’s little use of a 10-year fixed franchise with no review for pricing.” Instead of a 10-year contract with Comcast, which the township has signed in the past, Prince urged a shorter duration.

The franchise contract, which gives Comcast the right to sell its products and services in Lower Pottsgrove in exchange for fees paid to the township, is non-exclusive, township Solicitor R. Kurtz Holloway said. It is expected to generate about $160,000 in revenues for Lower Pottsgrove this year, according to township Manager Rodney Hawthorne. The current contract expires Dec. 31, 2011.

Although he was not present at the hearing, former township Commissioner Thomas Troutman also expressed concerns about Comcast service problems in an earlier phone call to Hawthorne, and asked that they be included in the hearing record. Commissioners agreed to the request.

New School Wants Fall Crafters

ROYERSFORD PA – Vendors of hand-crafted products are being sought for the first of what is expected to be an annual holiday craft fair, to be held Nov. 13 (2010; Saturday) from 10 a.m. to 3 p.m. at the new Pope John Paul II High School at Rittenhouse and Township Line roads in Royersford PA.

The craft fair was previously held at Kennedy-Kenrick Catholic High School in Norristown PA, which is being merged with St. Pius X High School in Pottstown PA to form Pope John Paul II.

Traffic Deaths Down Statewide, PennDOT Reports

HARRISBURG PA – The number of deaths that occurred on Pennsylvania highways during 2009 dropped to 1,256, the lowest number since record-keeping began in 1928, state Department of Transportation Secretary Allen Biehler said Wednesday (Feb. 17, 2010). The previous low was 1,328 in 1944; in 2008 the commonwealth saw 1,468 traffic fatalities.

According to PennDOT’s preliminary numbers, “significant decreases” were seen in unrestrained (those not wearing seat belts), alcohol-related, and aggressive driving deaths. Unrestrained fatalities decreased from 567 in 2008 to 451 in 2009. Alcohol-related fatalities dropped from 531 in 2008 to 442 last year. Deaths attributed to aggressive driving dropped to 130, down from 141 in 2008.

PennDOT distributed $11 million in federal funding last year to hundreds of local police departments statewide – including those in Lower Pottsgrove and Limerick (PA) townships, and the borough of Pottstown PA – for aggressive- and impaired-driving enforcement.

Mall Owner Rejects Rival's Bid, For Now

Big mall owner looks to get even bigger.

POTTSTOWN PA – It’s not enough money … yet.

An offer made Tuesday (Feb. 16, 2010) by the nation’s largest owner of shopping malls – whose properties include the Philadelphia Premium Outlets at the Sanatoga interchange of U.S. Route 422 – to buy its rival, the nation’s second-biggest mall owner, was rejected later that night because the purchase price wasn’t big enough.

Simon Properties Group, a subsidiary of which operates the Limerick outlets and which also owns the malls at King of Prussia PA, offered to buy General Growth Properties Inc. for $10 billion. General Growth’s chief executive officer, Adam Metz, wrote a letter to Simon’s chief that essentially said the sum was too small.

Metz didn’t close the door entirely, though. His company, which is in Chapter 11 bankruptcy, indicated it might entertain a better offer if Simon wanted to make one. Malls owned by General Growth closest to Lower Pottsgrove (PA) Township are Neshaminy Mall in Bensalem PA, northeast of Philadelphia, and Christiana Mall in Delaware.

A slide show documentary on the Holocaust – Nazi Germany’s extermination of millions of European Jews during World War II – was created by Youtzy at the middle school, 1351 N. Hanover St., Pottstown PA, and posted Feb. 4 (2010; Thursday) on YouTube, the popular video sharing website.
