Less Is More In School Project, Planners Learn

SANATOGA PA – Although Pottsgrove School District officials expect water consumption at Ringing Rocks Elementary School to decrease once that building is renovated and expanded, primarily because of new conservation measures, they came to Lower Pottsgrove (PA) Township planners Monday (March 15, 2010) with a request to increase the school’s sewage capacity.

Blame it, they explained, on how the Pennsylvania Department of Environmental Protection (DEP) interprets the word “capacity.”

The anticipated growth of Ringing Rocks, once construction is completed in late 2011, means its 1401 Kauffman Rd., Pottstown PA, campus would be able to accommodate as many as 600 people sometime in the future, the Planning Commission was told during its regular monthly meeting in the municipal building. Under DEP calculations, the district must therefore plan for a capacity of 1,200 gallons per day.

Necessary? Not likely, an engineer for the district said. Fixtures to be installed during renovations – including low-flush toilets, waterless urinals, water-efficient kitchen appliances, and even landscape plantings that require less water to thrive – mean capacity should drop, not rise. “But we’re playing by DEP rules, so we’re here,” the engineer added with a shrug.

Commissioners said they understood, and acknowledged the district’s application was in order and met all requirements. It was unanimously approved, and forwarded to the Montgomery County (PA) Health Department for review.
