Pruss Hill Road Guard Rail Now Repaired

TRAFFIC HAZARD FIXED – Highway crews earlier this month (April 2010) repaired (above) what back in February was a mangled steel guard rail (below), damaged during a winter automobile accident on the north side of Pruss Hill Road in Lower Pottsgrove (PA) Township. Negotiating the sharp downhill curve west of Sanatoga Creek and Schaffer Road is a perennial problem for drivers when the road is icy. The repairs consisted of new supporting posts, replacement rails, and even some asphalt fill along the shoulder of the road.

Planners Hear More About Proposed Pizza Restaurant

SANATOGA PA – Lower Pottsgrove planners on Monday (April 19, 2010) received and heard more about a preliminary land development application to build a previously announced pizza and Italian foods restaurant in Sanatoga village, just west of the Rite Aid pharmacy on East High Street, but took no official action on it.

Bella Italia Pizza, the working name for the restaurant proposed to be built at 2209 E. High St., Pottstown PA, submitted its application to the township Planning Commission during its monthly meeting. Little has changed in the builders’ plans since March, when the township Board of Commissioners granted a conditional use permit for the restaurant’s location in what is a limited commercial and office zone.

“The general plan has not changed. We’re back into the meat of the development process,” said attorney Amy Farrell, representing project owner Cilluffo Property Holdings LLC of Blue Bell PA. The plan must receive a variety of township and other governmental approval before construction work actually begins.

Among agencies from which Cilluffo is awaiting review is the Pennsylvania Department of Transportation, which to date has yet to issue its thoughts on the restaurant’s proposed entrance from and exit to East High Street.

The firm also continues to negotiate with neighboring property owners regarding the use of an adjacent alley as an exit from the proposed restaurant to Sunnyside Avenue. Residents there generally favor the idea, the restaurant’s engineer said, but have unresolved questions about privacy and maintenance concerns. “We’re working with them,” he said.

There is no clearly titled owner of the alley, Farrell noted. “It’s a nebulous no-man’s land, and the only way to solve that is litigation,” she said, so finding compromises that work to benefit all property owners involved is a preferred solution.

Planning commissioners were advised the restaurant likely will need waivers from having to comply with certain township landscaping requirements, restrictions on parking design, and curbing needs.

Commissioners are next scheduled to meet May 17 (2010; Monday) at 6:30 p.m. in the municipal building, 2199 Buchert Rd., Pottstown PA.

Talks Delay Take Down Of Sanatoga Mound

SANATOGA PA – Some call it “the earthen hill.” Others, “the dirt pile.” Lower Pottsgrove (PA) Township Planning Commission member Nicholas Hiriak described it Monday (April 19, 2010) as “that terrible-looking mound.” Whatever name it’s given, an expanse of fill material at 3049 E. High St., Pottstown PA, has yet to be leveled despite public complaints.

Now Hiriak and other commission members know why. Call it a failure to negotiate.

The property at 3049 E. High St. remains ungraded after 3 months.

The mountain of earth that has been stockpiled on vacant land just west of the Turkey Hill convenience store was to have been razed and evenly distributed there almost two months ago. The hold-up, according to township Assistant Manager Allyson Elliott, is the lack of a signed agreement between oil-and-gas supplier Sunoco Inc. and property owner Charles Tornetta and Tornetta Realty Corp. of Norristown.

Sunoco owns the right-of-way, Elliott said, for a major gas pipeline that cuts through the middle of the property, perpendicular to East High Street. Tornetta needs, but has yet to obtain, Sunoco’s permission (formally called an easement) to further cover the pipeline area with fill and build commercial structures atop it, she reported.

No one was sure Monday, during the board’s regular monthly meeting at the municipal building, 2199 Buchert Rd., Sanatoga, whether the delay was caused by the parties’ inability to compromise or a tangle of red tape in some corporate cubicle. Neither Tornetta or Sunoco representatives attended the meeting, so commissioners could only speculate and, like other members of the public, complain.

“It’s at the gateway to the township, and it looks awful,” commission Chairman Geoffrey Dailey said. “I’ve had people call me and ask when it’s coming down,” he said of the more than 20-foot-high mound. “They’re concerned about this mountain, and they’re concerned that nothing’s happening.”

Equipment at the site has been keeping the mound below its maximum allowable height as truck deliveries continue to dump more fill.

Hiriak was a thesaurus of mound descriptives: “terrible,” “awful,” “ugly,” and “an eyesore” among them. “It just continues to grow,” he said, noting that a fresh dump-truck load had arrived earlier Monday.

The mound’s contents are intended to be spread over, and raise the height of, the property to highway level. The commission on Jan. 19 (2010) approved Tornetta’s request for a grading permit, with the understanding that the pile would be gone within weeks. As of Monday, almost 90 days had passed with the pile in place and getting larger.

“Is there a time limit” or expiration date on Tornetta’s permit?, Dailey asked Elliott. No, she answered, but the commission possibly could make a time for completion a condition of future work at the site, Elliott added … whenever that work starts.

New Tenant Possible In North Charlotte Plaza

POTTSTOWN PA – The unfinished shopping plaza that currently is home to a Planet Fitness health club at 1400 N. Charlotte St., Pottstown PA, could be completed later this year with the hoped-for arrival of an additional tenant, the Lower Pottsgrove (PA) Township Planning Commission was told Monday (April 19, 2010).

Representatives of plaza owner Rosedon Development Co. of Wayne PA have contacted the township staff, Assistant Manager Alyson Elliott said, in a preliminary investigation of paperwork to be filed with the commission so the company could wrap up re-construction that began in Fall 2008.

The 20-plus-year-old facility formerly held a Rickels Home Center and a Genuardi’s Supermarket. Rickels filed for bankruptcy and closed; Genuardi’s moved out as other competitors, including Redner’s Warehouse Markets, moved in nearby. The plaza sat vacant for several years until Rosedon began work there.

The re-development contains 58,000 square feet of retail space and parking for more than 500 cars. Planet Fitness, however, has been the only tenant there since its opening. The plaza’s south end, which Genuardi’s once occupied, was partially renovated then boarded up. Parking lot improvements also have yet to be completed.

Elliott said the name and nature of Rosedon’s prospective tenant was not revealed. News of its interest was discussed during the commission’s regular monthly meeting at the municipal building, 2199 Buchert Rd., Sanatoga.

SANATOGA PA – The Pottsgrove School District‘s hopes of winning Lower Pottsgrove (PA) Township Planning Commission approval for a preliminary land development plan on renovation and expansion at Ringing Rocks Elementary School will be delayed until May, its engineer reported Monday (April 19, 2010). The cause: pesky paperwork.

District representative Kevin McAghon of Landmark Engineering told commissioners, during their regular monthly meeting, that specific resolutions and documents required by the township for plan approval would not be finished until next month. As an alternative, McAghon and district architectural representative Rod Frey of Gilbert Architects provided a brief update of the project’s status.

There was little planners hadn’t heard before. “The basic concept has not changed,” McAghon assured them. “We’re just going through some refinements.” Township engineering representative Chad Camburn of Bursich Associates agreed. “It’s just minor plan clean-up now, as far as we’re concerned,” he said.

The delay before the Planning Commission coincides with others the district has experienced lately regarding Ringing Rocks.

Most recently, the Board of School Directors learned last week (April 13, 2010) the district was unprepared to ask it for a decision on where Ringing Rocks students would be housed during the building’s re-construction. That’s because district officials are still negotiating with the Archdiocese of Philadelphia over a possible short-term lease of St. Pius X High School on North Keim Street as a possible relocation site.

Chamber Says Noon Networking's A Winner

POTTSTOWN PA – In what seems to have been a successful attempt to make old ideas new again, the Pottstown-based TriCounty Area Chamber of Commerce last week transformed a well-worn concept – networking among business peers – into something fresher: networking among business peers at lunch.

Past chamber networking opportunities occurred primarily in the early morning, before its member businesses open their doors. “Network At Noon,” the mid-day twist, gives members a chance to meet-and-greet during a brief lunch program. It provides business owners a break from their hectic schedule without keeping them away from the action too long.

This month’s event, the first in a series, was held at the Western Center for Technical Studies in Limerick PA. It emphasized the chamber’s interest, and that of its foundation, in “vocational and career development initiatives,” chamber Communications Director Ashley Eisenhower said.

“It was exciting to be able to network with a diversified group,” said chamber newcomer Sue W. Seanor of Chestnut Knoll at Home Services in Phoenixville. The forum “was relaxed and provided a great way to make new connections.” “I made several valuable contacts … and will become a regular,” added Bill Wellen of FastSigns in Pottstown.

Network At Noon will become a fixture on the chamber calendar. Next month’s lunch will be held May 20 (2010; Thursday) from Noon to 1:30 p.m., again at the Western Center for Technical Studies.

POTTSTOWN PA – The top price paid for real estate within Lower Pottsgrove (PA) Township from Dec. 7, 2009-Jan. 15, 2010, was $169,300, the Philadelphia Inquirer newspaper reports. The property is located at 1605 N. Valley Rd.

A second property, at 176 Sanatoga Rd., sold for $84,000.

This week’s top reported prices were listed Sunday (April 18, 2010) in “The Top 50,” the newspaper’s weekly review of highest prices paid for real estate sold within the city of Philadelphia and townships in its surrounding counties.

By contrast, during the same period, the top real estate sales price in Pottstown PA Borough, immediately to the west was $183,500; Limerick PA Township, east, $365,000; New Hanover PA Township, northeast, $255,000; Upper Pottsgrove PA Township, west, $284,900; and in North Coventry PA Township, south, $215,000.

Across all of Montgomery County, the highest-priced property sold during the period went for $1,467,500, at 941 Stoke Rd., Lower Merion PA.

Bark Bash Brings In Thousands For Cancer Research

LIMERICK PA – About 500 dogs, and by some estimates nearly three times that many people, crowded Saturday (April 17, 2010) into Limerick’s Community Park over a four-hour period to make the annual Pottstown Area Bark For Life fund-raiser to benefit the American Cancer Society another rousing success.

Officially promoted as the “Big Bark Birthday Bash,” the event is the spring predecessor to the Pottstown Area Relay For Life in June that, again this year, will be conducted at Pottsgrove High School. During the relay, humans walk for 24 hours to collect donations that fund cancer research and treatment. At Saturday’s bark bash, participating pets were similarly walked just a mile on a path at the park, Swamp Pike and Ziegler Road, Limerick PA.

Pets, pet owners and even passers-by could feel the love emanating Saturday from Limerick Community Park, where the 2010 edition of the Pottstown PA Area Bark For Life was held.

It was a mile filled with happy sounds, as pet owners, friends and family members joined dogs or all sizes, shapes and breeds for the charitable exercise. The top five fund-raising teams – there were dozens of teams and individuals involved – collected more than $20,600 alone. Tens of thousands more in cancer-fighting dollars were expected, co-organizer Sue Dudek of Pottstown PA said.

The 65-acre expanse offered within the Limerick PA township park gave the event growing room it has needed since its start, Dudek noted. The bark bash included an extensive pet community area where vendors like veterinarians, pet care providers, pet food sellers and other merchants and services set up tents to promote their firms. Many held sales and donated a portion of their proceeds to Bark For Life.

The event, which originated in Pottstown and has since flourished nationwide, previously was held at Pottstown’s Riverfront Park, and Sanatoga’s Sunnybrook Ballroom.

Dana Romer of Pottstown and her dog, Jericho, were among the returning participants. “We come out to the Bark For Life every year,” she said, patting her dog’s head. Jericho’s mile-long jog this year was dedicated in memory of Romer’s father, who died last September.

“A lot of times dogs can bring people together in a way that other events might be a little embarrassing or hard to handle,” Romer added, “so it raises a lot of money for cancer research.”
