Occidental Wants To Empty Fire Water Reservoir

SANATOGA PA – The owner of the former Occidental Chemical and Firestone Tire properties at the south end of Armand Hammer Boulevard has asked Lower Pottsgrove (PA) Township for permission to empty what is described as a large reservoir of clean water intended for fire-fighting use on the site that is being re-developed as a commercial and industrial park.

Both the township Planning Commission and the Board of Commissioners were told this month of the request by Glenn Springs Holdings Inc., the company responsible for the clean-up and transformation of what was once considered a collection of parcels contaminated by hazardous waste that resulted from years of manufacturing there.

A public conditional use hearing on the proposal has been scheduled by commissioners for July 22 (2010; Thursday) at 6:45 p.m. in the municipal building, 2199 Buchert Rd., Pottstown PA. The hearing and commissioners’ approval are needed because the holding pond is within the Schuylkill River floodplain, township Assistant Manager Alyson Elliott explained.

State and federal agencies also may comment on the request.

Township planners, who will not rule on the proposal but heard about it during their June 21 meeting, estimated the pond may contain as much as 5 million gallons of water. “Where is it all going to go?,” Planning Commissioner William Wolfgang wondered. “Do they plan to pump it into the Schuylkill?,” he asked. Answers to both questions weren’t available at the time, but likely will be for the public hearing, Elliott said.

Occidental, its affiliates, and other parties have spent years and millions of dollars to find and remove hazardous materials from the site; tear down several buildings and improve others; and generally remake the properties under government inspection into a more attractive environment for business use.

Occidental is the latest owner of the 257-acre industrial property that since the 1940s has been home to the Jacobs Aircraft Engine Company, Firestone, and Hooker Chemicals and Plastics. Much of the hazardous waste buried there resulted from the manufacture of polyvinyl chloride compounds used in a variety of plastics. A portion of the land was declared a federal Superfund property, which Occidental agreed to clean under Environmental Protection Agency supervision. Glenn Springs is an Occidental subsidiary.

Now marketed as the Tri-County Commerce Park, the properties are home to five companies who use warehouse space there for tires, shipping distribution, and a packaging center. “They’ve put a lot of investment over there,” Commissioner Bruce Foltz said of Glenn Springs during that board’s June 17 meeting. “There’s a lot of usable open space, and a lot of potential,” he noted.

Habitat, Already A Home Builder, Now Retailer Too

POTTSTOWN PA – Habitat For Humanity of Montgomery County, the non-profit organization that has built new and rehabilitated existing homes for needy families in the Pottstown PA area for 10 years, has followed the lead of other Habitat affiliates across the country and opened a store that sells donated construction items at discounted prices.

The county’s “ReStore,” as it is branded, opened earlier this month (June 2010) in a warehouse purchased in February at 533 Foundry Road, West Norriton PA, according to Manager Patricia Peddie. It sells everything from windows, dimensional lumber and drywall panels to appliances, cabinets and furniture, with all proceeds being used to fund the construction or restoration of more homes.

Habitat’s first choice for such items is to use them in its own home projects, helping to lower acquisition costs for qualifying single-family buyers, Peddie explains. Some items just won’t fit, though – a 12-foot-wide bay window may be out-of-place in urban settings where Habitat operates – so their sale at the ReStore ensures the value is put to work for the non-profit even if the goods are not.

Major retailers, contractors and builders, and individuals all have helped so far to supply the ReStore with a wide variety of both new and “gently used” salable items, Peddie said, and earned a tax deduction for their donations. ReStore shoppers win too, she added, with discounts on new items starting at 50 percent.

The ReStore, located 16 miles southeast of Sanatoga on the west side of Norristown, currently is open only on Fridays and Saturdays. New Restaurant Coming To North End

GETTING A NEW LIFE – Cleaners and heating and air conditioning contractors were busy Monday (June 28, 2010) preparing the former Dairy Queen store at 1390 N. Charlotte St., Pottstown PA, to debut as the “Classic Grill.” The dine-in restaurant is being opened by a well-known area businessman who also operates other diners locally, according to workers interviewed on the site. A banner announcing the restaurant as “coming soon” now hangs in front of a store window on its south end. No opening date has yet been announced.

Fashionable Rumble Wear

Keeping heads shaded during the weekend’s Pottstown Rumble grass volleyball tournament at Memorial Park, Pottstown PA, was a necessity beneath a blazing sun. More than a thousand competitors, and plenty of spectators too, took to the fields to be part of or watch the action. Here’s a small sample of what they wore:

Rite-Aid’s Last Gasp

With the competition down, K-Mart is closing in. This sign was in its windows this week.

Not all goods inside the now-closing Rite-Aid pharmacy and store, at the corner of East High Street and North Pleasant View Road in Sanatoga village, are destined for shipping to remaining Rite-Aids elsewhere. Beginning this week, a liquidator has been given the task of selling products from its shelves at 50-percent off.

Large yellow signs with black lettering went up on the storefront Sunday (June 27, 2010) to announce the clearance. Bargain hunters who intended to stock up on toothpaste to last through the winter may find the deal they’ve hoped for.

Missed A Stretch, Purposely

Pennsylvania Department of Transportation crews were busy Thursday morning (June 24) at about 8:15, re-painting traffic lines on Pruss Hill Road between Lower Pottsgrove and Limerick townships. What they left unpainted, though, was about a quarter-mile stretch of the highway just east of its intersection with North Pleasant View Road.

It was no oversight.

Lower Pottsgrove’s Board of Commissioners, during its June 17 meeting, approved a contract to re-pave a short list of township roads in greatest need of repair and, no surprise, that same unpainted length of Pruss Hill is on the resurfacing to-do list. Also included are portions of Rupert Road, Putter Lane, and White Pine Lane.

Even with commissioners’ approval, township Manager Rodney Hawthorne cautioned, there’s no guarantee all four will be fixed. “We’ll pave until the money allocated runs out,” he said, “and then we stop.”

Assuming the Pruss Hill portion makes the re-paving cut, PennDOT will return to paint its lines too.

Welcome Home

Hold a good thought for the 74-year-old male clerk who was shot twice June 1 (2010) during the violent early morning robbery at Sanatoga’s Turkey Hill convenience store, 3051 E. High St., Pottstown PA.

Store employees report he was to have been released Friday (June 25) from the rehabilitation facility where he’s been recovering during past weeks. He is in improved spirits, one co-worker said, even though he is still confined to a wheelchair for mobility. Authorities said his hip was shattered in the incident, and medical sources indicate there’s still a lengthy recovery ahead.

Maryland police a week later (June 8) did arrest a man who claimed he was one of two involved in the Sanatoga robbery, as well as others in Limerick and Coatesville. There has been no further word from law enforcement officials on progress in finding the second suspect.

The Bus Detours Here

While the East High Street bridge crossing Sanatoga Creek at Sanatoga Road remains closed through August for re-construction, Pottstown Area Rapid Transit has altered its East High bus route. It’s not using the PennDOT preferred detour, however.

Transportation planners designated U.S. Route 422 between Armand Hammer Boulevard in Pottstown and Evergreen Road at the Sanatoga interchange as its recommended bridge by-pass. Buses would miss a substantial number of riders along the still-open portions of East High, particularly at their K-Mart and Hilltop Drive-In stops, if they went that way.

Instead, after the east-bound K-Mart pick up, they’re turning north onto North Pleasant View Road and driving to North Sanatoga Road. They turn east there, and travel down the curving hill towards the south and East High. At the intersection, they turn east again on High and head for the Hilltop pickup. The process is reversed west-bound.

So far as anyone can tell, no stops are being made along North Pleasant View north of Buchert Road, or anywhere along Sanatoga Road.

POTTSTOWN PA – The top price paid for real estate within Lower Pottsgrove (PA) Township from Feb. 8-March 24, 2010, was $182,500, the Philadelphia Inquirer newspaper reports. The property is located at 2121 Foxtail Dr.

A second property, at 1702 Walnut Ridge Estates, sold for $143,000.

This week’s top reported prices were listed Sunday (June 27, 2010) in “The Top 50,” the newspaper’s weekly review of highest prices paid for real estate sold within the city of Philadelphia and townships in its surrounding counties.

By contrast, during the same period, the top real estate sales price in Pottstown PA Borough, immediately to the west was $183,000; Limerick PA Township, east, $355,000; New Hanover PA Township, northeast, $339,165; Upper Pottsgrove PA Township, west, $186,000; and in North Coventry PA Township, south, none listed.

Across all of Montgomery County, the highest-priced property sold during the period went for $702,000, at 315 Myrtle Ln., Lower Merion PA.

LGS Unit 1 Back Online, 84 Hours Later

LIMERICK PA – Almost 84 hours after an abrupt but reportedly safe shut-down, the Unit 1 nuclear reactor at Exelon Corp.’s Limerick Generating Station was returned to service Sunday morning (June 27, 2010) and has resumed producing electricity.

The reactor was manually turned off Wednesday night (June 23)at 8:51 “as a result of an electrical fault on a non-safety portion of the plant,” company spokesman Joseph Szafran said in a brief news release. It went back online Sunday at 8:37 a.m. “following repairs to electrical equipment,” he added.

The time of Wednesday’s outage, initially reported by Exelon as 8:54 p.m., was revised by three minutes. Its earlier announcement of the closure also said the shut-down was specifically caused by two re-circulation pumps that stopped working.

During the shut-down, “the plant responded as expected, safely and without incident. There was no risk to the public and no injuries associated with the event,” Szafran said.

Limerick’s Unit 2 reactor continued to generate electricity during the Unit 1 outage.

Concert Helped Visitors Forget Steamy Heat

SANATOGA PA – It’s toe-tappin’ time again in Lower Pottsgrove (PA) Township.

The township’s own Bill Koss Combo, an eight-member musical group that features several talents who were raised here, kicked off the municipal summer concert season Sunday evening (June 27, 2010) to an appreciative crowd whose lawn chairs and blankets surrounded the Sanatoga Park band shell on South Sanatoga Road, Pottstown PA.

Koss’ group covered old and relatively new (1960s and ’70s) standards, Polkas and other ethnic music, and a variety of other tunes. There was something for almost everyone to enjoy, despite the lingering heat and waning sun of a bright and sweltering day. To escape the remaining glare, most visitors aligned their seating with the shade on the north side at the band shell’s front, giving the crowd’s placement a decidedly angular look.

The township Parks and Recreation Department is presenting the concert series with sponsorship from Exelon Nuclear. Six show dates, and their scheduled acts, remain:

  • July 11, O’Such Rhythm and Music;
  • July 18, Mango Men;
  • July 25, Barbone Street Jazz Band;
  • Aug. 1, Flamin’ Dick and the Hot Rods;
  • Aug. 8, Mesa; and
  • Aug. 15, the Pottsgrove Community Band.

Concerts are held on the designated Sundays at 6 p.m. at the band shell, 100 S. Sanatoga Rd. In case of inclement weather, shows will be automatically re-scheduled to the following Monday at 7 p.m. Weather cancellation notices will be posted Sundays after 4 p.m. at the township website.

Lane Closures Canceled; 422 Remains Open Sunday

VALLEY FORGE PA – The detour has been derailed by the storm.

U.S. Route 422 will remain fully open Sunday, and will NOT be closed in both directions Sunday morning, as was announced earlier. The reason, the 422Improvements.com website explained Friday (June 25, 2010), is Thursday’s violent thunderstorms.

The nasty weather created so much havoc, and caused so many power outages throughout the Philadelphia region, that PECO crews which were expected to work on power lines crossing 422 in Upper Merion (PA) Township are busy elsewhere.

Consequently, Sunday’s planned closure of 422 – and corresponding plans to temporarily detour traffic on Routes 23 and 202 – has been delayed until PECO can re-schedule the work.
