Peering Into The Future? Gov's Bridge Proposal And 422

HARRISBURG PA – A proposal made Friday (July 30, 2010) to rebuild a bridge across the Delaware River between Pennsylvania and New Jersey, the cost of which would be financed by collecting tolls under a public-private partnership, may offer residents of the U.S. Route 422 Corridor a glimpse into how a similar collaboration – if ever approved – might work to pay for future improvements of the highway between King of Prussia and Reading PA.

From a Bucks County rest stop on Interstate 95 south of the Scudder Falls Bridge, Pennsylvania Gov. Ed Rendell said he and New Jersey Gov. Chris Christie would urge the bridge’s owner, the Delaware River Joint Toll Bridge Commission (DRJTBC), to assemble a legal team and seek bids from a private contractor to rebuild the span at an estimated cost of about $310 million. A press release outlining the strategy was simultaneously released by both politicians.

The two states formed the commission in 1934. It now operates 20 bridges, and collects tolls on seven of them.

The Scudder Falls Bridge, designed in the late 1950s, is antiquated and needs substantial repairs. Bringing in a contractor to do the work and then having the commission collect new driver tolls to pay for it would make the project viable, Rendell said, adding that reconstruction could be fast-tracked for completion by late 2011 or early 2012.

The commission would retain bridge ownership, and negotiate with the contractor on the amount of tolls to be imposed. Tolls were projected to range from $1-$2 per car and $4 for trucks, and would be collected only from southbound vehicles, Rendell said. Currently, there are no tolls charged for crossing the bridge.

There currently are no tolls charged for drivers to travel U.S. Route 422 either.

As with the bridge, however, the phrase “public-private partnership” has often been used during discussions about the 422 Master Plan now being circulated for endorsement by neighboring municipalities. The Limerick (PA) Township Board of Supervisors approved it earlier this month; Lower Pottsgrove Township commissioners and Pottstown Borough Council members have yet to consider it.

The Master Plan itself does not call for tolling, Montgomery County Planning Commission Assistant Director Leo Bagley points out. It instead offers suggestions to control the corridor’s growth and better manage transportation within it. Inevitably, though, Bagley has noted, improving the highway to reduce congestion and adding other methods of transit, such as rail service, will be expensive. Tolls are mentioned as one way to cover the cost.

There are other similarities, too, between Friday’s bridge proposal and potential solutions to 422′s increasing congestion:

  • The state has flatly said it can’t afford to pay for 422 improvements, just as both Pennsylvania and New Jersey have said they can’t afford to fix the bridge.
  • There has been talk that, if implemented, a toll to drive the highway’s entire 25-mile length would be – like the bridge toll – only a dollar or two.
  • The revenue dedicated to the repairs would be collected by a government entity: in the bridge’s case, the DRJTBC; in 422′s case, a yet-to-be-created organization jointly controlled by Montgomery, Chester and Berks counties, through all of which the road runs.

James Simpson, New Jersey’s Department of Transportation commissioner who accompanied Rendell during his announcement near the bridge, later said that “in these difficult fiscal times, it is critical that we find creative ways to make improvements and deliver services that are efficient and cost-effective for taxpayers. This public-private partnership will provide exactly that type of solution.”

If a study now being conducted determines that a similar partnership and tolls are the creative answers to 422′s traffic woes, Bagley said they – like the master plan – would need to be approved by the municipalities involved.

Flamin' Dick Plays Sunday In Sanatoga Park

SANATOGA PA – Flamin’ Dick and the Hot Rods, a rock-n-roll party band that plays a variety of music from between 1955 and 1968, will headline this Sunday’s (Aug. 1, 2010) edition of the summer concert series presented by the Lower Pottsgrove (PA) Township Parks and Recreation Department, with sponsorship from Exelon Nuclear. It starts at 6 p.m. at the Sanatoga Park band shell, 100 S. Sanatoga Rd., Pottstown PA.

They'll invade Sanatoga Park on Sunday night.

For the second time this summer Philadelphia radio station B101 will on hand with its mascot, Buzzbee, until about 6:30 p.m. to offer prizes and goodies for kids in attendance, according to the township website. In addition, volunteers from Exelon’s Limerick Generating Station will again set up an Alex’s Lemonade Stand for concert-goers, to raise money for research of and treatments for childhood cancers.

Two more concerts are planned for the series:

  • Aug. 8, Mesa; and
  • Aug. 15, the Pottsgrove Community Band.

In case of inclement weather, shows will be automatically re-scheduled to the following Monday at 7 p.m. Weather cancellation notices will be posted Sundays after 4 p.m. at the township website.

POTTSTOWN PA – Two-day hunter safety courses are being offered during the next two months by the Lower Pottsgrove Sportsmans Association, 2121 Sanatoga Station Rd., Pottstown PA, the group has announced on its website.

One series of courses will begin Saturday (July 31, 2010) from 8 a.m. to 3:30 p.m., and continue Monday (Aug. 2) from 6 p.m. to 9:30 p.m. A second series is scheduled for Sept. 11 and 13 (Saturday and Monday) at the same times each day. Robert Carey will be the instructor.

Participants must be present both days to receive certification. Donations will be appreciated to defray the cost of food for Saturday meals. Registrants for the courses must be age 11 by no later than Sept. 13 (2010). For more information, call the association at 610-326-4575.

It'll Be Bottom Dollar At 'The Shops At Ringing Rock'

POTTSTOWN PA – It will be Bottom Dollar Food – a Food Lion grocery affiliate, and not a Food Lion itself – that could occupy vacant retail space in the shopping center at 1400 N. Charlotte St., Pottstown PA, by year-end, the supermarket chain’s president has confirmed.

Moreover, the statement from company President Meg Ham puts a name on the plaza that, until now, has been referred to simply as “the place where Rickels (or Genuardis) was,” or “where Planet Fitness is.”

The Lower Pottsgrove (PA) Township Planning Commission learned last month (June 21, 2010) that a grocery chain operated by North Carolina-based conglomerate Delhaize America would seek its approval to locate a store in the shopping center created by Rosedon Development at North Charlotte Street and School Lane. At the time Rosedon’s engineers claimed it would be a “Food Lion-brand” grocery, and their discussion with planners continuously referred to Food Lion.

In addition to Bottom Dollar and Food Lion, Delhaize America also operates Bloom, Harveys, Hannaford Bros., and Sweetbay-branded grocery chains.

Last week (July 21, 2010), in a press release issued exactly one month after commissioners met, Ham said Bottom Dollar hoped to move onto North Charlotte as part of a 21-store initiative in the greater Philadelphia area. The same release indicated the plaza would be named as “The Shops at Ringing Rock.”

Her announcement describes the company as a “soft-discount grocer.” Those familiar with the industry said it emphasizes price and value, and competes with the likes of Aldi. Aldi operates a store also in Lower Pottsgrove, off Armand Hammer Boulevard.

Planners welcomed the project during its June introduction but cautioned engineer Joseph Orsatti, who represented Rosedon, that his client first needed to overcome long-unresolved issues at the center regarding entrances, parking areas, and traffic controls. Orsatti at the time said he expected to return for the commission’s July meeting, but the project this month was conspicuous by its absence from the planners’ agenda.

Besides the Lower Pottsgrove location, Ham said Bottom Dollar wanted to open quickly in Upper Merion, Bensalem Township, Valley Township, East Caln, Penndel, Allentown (three stores), Willow Grove, North Wales, Norristown, Chalfont, Exeter Township, Lower Southampton, Philadelphia (three stores), and Lansdowne PA; and Turnersville and Marlton NJ. The chain already runs 28 stores in North Carolina, Virginia and Maryland.

Bottom Dollar has “great potential” in Philadelphia markets, she said, because it “is under-served in the soft-discount grocer arena.” Ham added, “Customers will find Bottom Dollar Food unique because we carry national and private products, and offer outstanding quality in produce, meat and other products. We offer the best prices on groceries in the market and provide our customers a friendly, fun and lighthearted shopping experience.”

POTTSTOWN PA – The final, and now accepted, proposal for reconstruction of the Pottsgrove School District‘s Ringing Rocks Elementary School is four classrooms smaller and about $1.5 million cheaper than the plan discussed earlier this year by the district Board of School Directors. It voted during a special meeting last week (July 20, 2010) to approve bidders for the project and get the work under way.

District Superintendent Dr. Bradley Landis, in a statement released Wednesday (July 28), indicated there was strong competition for the project from hungry contractors who did their best to submit bids they hoped were competitive. As a result, he said, bids came in about 10.5 percent lower than the expected construction estimate of $14.5 million.

In addition, after months of a see-saw debate over how many – if any – new classrooms were needed at Ringing Rocks to ensure room for future growth, Landis reported board members rejected an option to build four new classrooms on the west wing of the school at 1401 Kauffman Rd., Pottstown PA. They would have cost an extra $515,000.

“Current economic conditions as well as updated enrollment projections impacted the decision to not build these classrooms at this time,” Landis said. The Ringing Rocks re-build will still include five new rooms for class expansion and what has been labeled as “program equity,” a term that defines space to be dedicated for specialty subjects like music or art which already exists in other Pottsgrove elementary schools.

Once financing, contingencies and other costs are added in, what was estimated during March (2010) by district architects as a $17.1 million total project cost now should stand somewhere around $15.6 million.

Winning bids awarded by the board were for:

  • General construction services, to E.R. Stuebner in the amount of $6,524,000;
  • Plumbing services, Vision Mechanical Inc., $742,200;
  • HVAC services, Landmark Services Company LLC, $2,841,033;
  • Electrical services, MJF Electrical Contracting Inc., $2,024,700; and
  • Fire protection services, TMI Commercial, $141,300.

Landis also confirmed the district finalized its lease with the Archdiocese of Philadelphia for use of the former St. Pius X High School property on North Keim Street. It will be home to Ringing Rocks students and teachers during the construction period.

Former District Employee Awaits Sentencing On Theft

POTTSTOWN PA – An Upper Pottsgrove (PA) Township woman is expected to be sentenced in coming months after pleading guilty Tuesday (July 27, 2010) to misappropriating funds from the Pottsgrove School District – money that was to have been used to pay retirees’ health care benefits – while she was in the district’s employ, The (Pottstown PA) Mercury newspaper reported.

Melissa Hansley, 47, of West Moyer Road, pleaded guilty in Montgomery County Court to felony theft charges related to more than $36,000 in checks originally made out to the district, but which she admitted she altered and deposited into her accounts, reporter Carl Hessler Jr. wrote.

Hansley was a former secretary to district Business Administrator David Nester, and had worked for Pottsgrove for 11 years.

Sentencing was deferred by Judge Steven T. O’Neill to give court officials time to conduct a pre-sentence background check on Hansley. Represented by attorney H. Christopher Crocker, she entered an open plea, an indication that she did not reach a deal with prosecutors on her potential punishment. Hansley currently is free on $20,000 unsecured bail, according to Hessler’s article.

A maximum prison sentence of between 7 and 14 years is possible, given the charges.

District Superintendent Dr. Bradley Landis pledged in February (2010), when the theft was discovered, that no retirees enrolled in the health plan would experience coverage interruptions. As part of the investigation, which was handled by Lower Pottsgrove Police, the district paid $7,500 for a special forensic audit by Herbein + Company CPAs of Reading PA.

The misappropriations were said to have occurred over a two-year period between January 2008 and January 2010. When they came to light, school board members publicly expressed concern the crimes were not discovered sooner in annual audits. It is not known if or how district business office procedures that gave Hansley the ability to misappropriate the funds have since been changed.
