Planning Chairman Dailey Resigns, Effective December

SANATOGA PA – After 23 years of volunteer service on the Lower Pottsgrove (PA) Township Planning Commission, a substantial number of which have been spent as its chairman, Geoffrey Dailey has tendered his letter of resignation to the township Board of Commissioners, it was announced Thursday (July 22, 2010) during the board’s second meeting of the month.

Geoffrey Dailey

Dailey, a banker by profession,  will leave office Dec. 31, at the end of his term, Manager Rodney Hawthorne said; his last Planning Commission meeting is likely to be Dec. 20.

The township board accepted his resignation “with regret and gratitude,” Commissioner James Phillips said, and commissioners’ President Jonathan Spadt noted that after more than two decades Dailey “had earned the right to take a break.”

Given his tenure, and the fact that almost all real estate development proposals must first pass by the Planning Commission before they are considered by other boards, Dailey has been both a witness to and a guiding hand in Lower Pottsgrove’s growth since western Montgomery County was significantly opened with the paving of U.S. Route 422.

He has helped deal with major land reclamation projects, like that at the former Occidental Chemical and Firestone plants on Armand Hammer Boulevard; with what sometimes seemed like an explosion in single- and multi-family housing communities; with a concurrent rise of small business office parks and shopping plazas; and with the future of the Sanatoga interchange at 422.

Dailey also is known for demanding meeting efficiency. Under his command most Planning Commission business is conducted within an hour or less. A running, but  true, joke among commissioners is that his record for starting, conducting and ending a meeting is seven minutes.

Members of the Planning Commission have been willingly silent in the past when, at the start of each year, Dailey dutifully sought nominations for others to be chairman. They will be forced, however, to choose a new leader in 2011.

The newest of those members will be Anthony Cherico, who commissioners unanimously selected Thursday to fill what will be the Planning Commission’s vacant seat. Cherico and his wife have long been active in Pottsgrove youth sports and Pottsgrove School District parent-teacher organizations, according to Commissioner James Kaiser. Kaiser said he “wholeheartedly endorsed” Cherico as the board’s choice.

Spadt said Cherico’s appointment had been recommended by Commissioner Michael McGroarty. Phillips said the board decided on Cherico after “examining his bona fides and those of two other applicants,” whom he did not name.

Cherico attended the board meeting. McGroarty and fellow Commissioner Bruce Foltz were absent and did not vote on the appointment.

Occidental Reservoir Removal Wins Board Approval

A satellite image of the former OxyChem property on Armand Hammer Blvd., provided by Google.

SANATOGA PA – Following an early evening hearing that drew neither questions or comments from the public, the proposed removal of a firefighting reservoir at the former Occidental Chemical Corp. property on Armand Hammer Boulevard was unanimously approved Thursday (July 22, 2010) by the Lower Pottsgrove (PA) Township Board of Commissioners.

Commissioners granted the conditional use sought by Glenn Springs Holdings Inc., an Occidental subsidiary, to drain the reservoir’s remaining water into the nearby Schuylkill River and dismantle the concrete-lined pond. It once provided an added measure of safety for what years ago was a large industrial facility; modern firefighting facilities have made the pond unnecessary.

The reservoir occupies about 20,000 square feet of space on 1.3 acres of land that will be affected by the project. In addition, Glenn Springs will remove two adjacent, free-standing structures, its representatives told board members. The property will then be back-filled and leveled.

In recent years Glenn Springs has transformed the entire Occidental complex, which earlier also was home to Pottstown’s Firestone Tire manufacturing plant, into what is now branded as the Tri-County Commerce Park. Light industrial and warehouse tenants occupy some of its available buildings; more tenants are being sought for others.

Commissioners Bruce Foltz and Michael McGroarty were absent from the board’s second meeting of the month in the municipal building, 2199 Buchert Rd., Pottstown PA, and did not vote.

Commissioners' Hearing Tonight On Reservoir Removal

Commissioners' Hearing Tonight On Reservoir Removal

SANATOGA PA – A conditional use hearing to discuss the proposed removal of a former firefighting reservoir in the Tri-County Commerce Park on Armand Hammer Boulevard will provide a slightly earlier (6:45 p.m.) start to the second monthly meeting of the Lower Pottsgrove (PA) Board of Commissioners tonight (Thursday, July 22, 2010) at the municipal building, 2199 Buchert Rd., Pottstown PA.

The surprising item on the board’s regular meeting agenda, however, may be the possible resignation of the long-time chairman of the township Planning Commission, Geoffrey Dailey. It is listed as a “correspondence and information” item. The board also apparently is prepared to appoint a new member to the planning commission, Anthony Cherico.

In addition, township finance director Michele Christman is scheduled to give board members a presentation on Lower Pottsgrove’s finances as they stand at mid-year.

The agenda, which has been available since mid-day Wednesday (July 21), is available for download from the township website. The hearing and meeting are open to the public.

These Steps Can Conserve Cash In Retirement

Changes in the stock market affected retirement incomes and caught some seniors by surprise.

PHILADELPHIA PA – Last year’s stock market decline took its toll on many Americans, but those in retirement were among the most affected. After saving diligently for years, many believed they could safely enjoy their post-career years. Market losses, however, ate into their portfolios and put an end to those assumptions.

If your nest egg took a hit, the Philadelphia-based Pennsylvania Institute of Certified Public Accountants (PICPA) offers some advice on the best ways to stretch your dollar in retirement.

Cut Back to Necessities

Tight finances call for smart spending cuts. Many actions broadly apply to any consumer, including skipping takeout or restaurant meals, carpooling, and forgoing vacations.

Many people who are in or approaching retirement will purchase, or have purchased, a second home in a dream location. It may be a good idea to look into selling that property or renting it to generate cash. Also, downsizing to a smaller residence will both cut down on expenses and require less time and money on maintenance than a larger residence would. A downsized home may even be better designed to deal with physical and mobility challenges a retiree might encounter in the future.

Finally, make sure you take advantage of the many senior discounts available on items ranging from transit fares to movie tickets.

Adjust to Your New Situation

Despite the bad news of financial losses, your expenses may drop too because of your change in position. For example, your tax situation may have changed if your income or assets declined.

Consult with a qualified adviser to determine if you should be paying less in taxes. If you have children in college, find out whether your changed circumstances qualify them for greater financial aid or better deals on student loans.

Consider the Equity in Your Home

Tapping into your home’s equity can be a great source of cash, especially if you have lived in your house for many years and do not have an existing mortgage. If you are carrying debt because of a financial reversal, a home equity loan will likely have a lower interest rate than credit card balances, and the interest you pay may be tax-deductible. Shop around to find a second mortgage or home equity line with the lowest interest rates and fees.

Do not squander your home equity unless you truly need it or plan to use it for a worthwhile purpose.

Branch Out in a New Direction

More people in their 60s and older are staying in the workforce. In fact, by 2016, workers age 65 and older are expected to account for 6.1 percent of the total labor force, up from 3.6 percent in 2006, according to the U.S. Bureau of Labor Statistics.

If money is tight, it may be time to join those of traditional retirement age who continue to work full or part-time. It’s a great way to supplement your income and you might find a new interest or social circle through your new job.

Reconsider Your Money Management Choices

No matter how your current cash crisis occurred, you’ll want to take steps to ensure it doesn’t happen again. Now is a good time to create a new budget and research investment options to see if you are on the best financial footing. If you are unsure about how to proceed, a local certified public accountant may be able to  help.
