Neighboring Limerick Supervisors Endorse 422 Master Plan

LIMERICK PA – The U.S. Route 422 Master Plan, a document that provides “a vision and a framework” to manage population growth and traffic congestion along the four-lane highway – and not one, backers pointed out, that directly calls for imposing driver tolls – won unanimous support Tuesday (July 20, 2010) from the Limerick (PA) Township Board of Supervisors.

Drivers traveling U.S. Route 422 west in Limerick (PA) Township approach the highway's Sanatoga interchange.

Before its vote to endorse the master plan’s principles and strategies, however, two board members, Chairman Kenneth Sperring Jr. and Supervisor Joseph St. Pedro, publicly volunteered that they would oppose tolls on 422 if recommended under a revenue study now being conducted. That review, begun earlier this year, is exploring how to pay for some master plan proposals.

Their statements were in response to questions posed by The Post over whether the township’s acceptance of the master plan could be interpreted as an endorsement of tolling. “The two are separate issues,” township Manager Daniel Kerr said, and he expressed confidence that, should tolling of 422 be suggested later, Limerick supervisors would vote on it separately.

Similar questions, posed July 6 by The Post to the Lower Pottsgrove Board of Commissioners, caused it to withhold a vote on a resolution identical to the one passed in Limerick. At the time, commissioners acknowledged they were uncertain of its implications.

Limerick board Vice Chair Kara Shuler had no such hesitation. She cited the resolution’s vision-and-framework paragraph to emphasize her understanding that the endorsement was merely a statement of support for land use and transportation planning.

Her comments echoed those of Leo Bagley, assistant director of the Montgomery County Planning Department, who in an e-mail sent last Friday (July 16) to The Post wrote that “The resolution for the Master Plan (has) nothing to do with any tolling. Since the tolling study has been under way for only a couple of months now, nobody has any info on its feasibility.”

To suggest the two were linked, Bagley added, constituted hearsay and misinformation.

Limerick’s endorsement is the second offered by a municipality this month; the East Vincent Township Board of Supervisors similarly provided its master plan approval in a July 7 vote. Although an agenda for its meeting tomorrow (Thursday, July 22) is not yet available, Lower Pottsgrove indicated its board could re-visit the endorsement then. If so, its approval seems likely, based on commissioners’ earlier discussions.

Endorsement decisions also are being awaited from North and East Coventry, East Pikeland, Schuylkill, Lower Providence, Upper Merion, and Upper Providence townships; and Spring City, Phoenixville, Pottstown, and Royersford boroughs, according to Jerry Coyne, manager of the Office of Transportation Studies in the Philadelphia-based Delaware Valley Regional Planning Commission (DVRPC).

Planners Approve OxyChem Reservoir Removal

Planners Approve OxyChem Reservoir Removal

The former Occidental Chemical property off Armand Hammer Boulevard in Lower Pottsgrove is being re-made into the Tri-County Commerce Park.

SANATOGA PA – Glenn Springs Holdings Inc., the Occidental Chemical Corp. subsidiary that is helping transform the company’s properties on Armand Hammer Boulevard into a commercial and industrial park, won approval Monday (July 19, 2010) from the Lower Pottsgrove Planning Commission to remove an on-site reservoir built decades ago for firefighting purposes.

The planners’ agreement to recommend to the township Board of Commissioners that the reservoir be emptied and removed sets the stage for that governing body’s public conditional use hearing on the matter during its meeting Thursday (July 22) at 6:45 p.m. in the municipal building, 2199 Buchert Rd., Pottstown PA.

Glenn Springs representatives, though, set the record straight on just how much water – which has been tested and is known to be clean – will be released to the nearby Schuylkill River when the concrete-lined reservoir’s dam is opened. Rather than as much as 5 million gallons, which was the speculative number discussed by planners last month and reported in The Post, the release involves no more than 450,000 gallons, they said.

“The level is down significantly from in the past,” planners were told, because no additional water has been added to the pond for about a year and much of what remained has evaporated. Modern fire hydrants and other systems make the reservoir unnecessary.

“We don’t think removal of the reservoir has any impact on the health, welfare, or safety of township residents,” a member of Langan Engineering and Environmental Services, representing Glenn Springs, told board members. Township engineer Chad Camburn of Bursich Associates agreed: “There are no concerns on our part,” he said. The project also is supported by Montgomery County planners.

Planners enjoyed a light agenda Monday. The only other scheduled item was acceptance of an application for a permit to begin grading at Ringing Rocks Elementary School, Kauffman Road, Pottstown PA, as part of that building’s reconstruction. The permit, which will not be issued until all necessary paperwork has been completed, was conditionally approved. The board’s meeting ended 22 minutes after its start.

Icy Lemonade Refreshed, Recharged In Sanatoga

SANATOGA PA – Lemonade from Limerick made its way Sunday (July 18)  to Sanatoga Park, to both refresh concert-goers attending the Lower Pottsgrove summer music series and to recharge a continuing battle against cancers that affect children.

A group of volunteers who work at Exelon Nuclear’s Limerick Generating Station were on hand to distribute free glasses of tall, icy lemonade to anyone who was thirsty, but what they hoped for in return were contributions to Alex’s Lemonade Stand. The charitable organization that sponsors cancer-related research for kids benefited from the LGS fund-raising efforts.

  • Watch a video, above, of Exelon employee Kim Batdorf as she talks about fund-raising for Alex’s Lemonade Stand, or see it at The Post’s YouTube account.

The charity is named for Alexandra Scott, a Philadelphia area cancer victim who – before she died at age 8  in 2004 – regularly sold lemonade from a stand outside her home to collect money to help others like herself. The foundation named for her efforts now distributes millions of dollars in grants to pay for research projects at more than 50 different institutions.

Exelon employees have been backers of the foundation for about five years, according to employee Kim Batdorf. She was among those filling glasses as The Mango Men played in concert in the park, 100 S. Sanatoga Rd., Pottstown PA.

The lemonade stand will return to the park Aug. 1, when the township Parks and Recreation Department and Exelon Nuclear sponsor a performance of rockers Flamin’ Dick and The Hot Rods. The free show beings at 6 p.m.

Scenic Girls Make Sunnybrook Their Latest Destination

Scenic Girls Make Sunnybrook Their Latest Destination

SANATOGA PA – The Scenic Girls, a pair of Pottstown women whose mission is to unabashedly promote good things happening in the borough, sponsored a party last week at Sanatoga’s historic Sunnybrook Ballroom and posted the results Saturday (July 17, 2010) at YouTube for the world to see.

Quick review: they had fun. So, too, it seems, did everyone else who popped into Sunnybrook, 50 Sunnybrook Rd., Pottstown PA, for the occasion, which was a ’70s dance night.

  • Watch a video, above, of Scenic Girls Gina Stango and Janet Flack as they tour behind and dance in front of Sunnybrook’s stage; or see it at their YouTube account.

Flack and Stango operate “The Hip Places To Be Scene In Pottstown” page on Facebook. Their other YouTube videos include visits to the Pottstown YMCA, The Pottstown Mercury, Desserts First, Juan Carlos Restaurant, the VIP Diner, Tri-County Bicycles, Reflections Hair Salon, and Fast Signs.

Notebook Worthy

SANATOGA PA – Recent jottings from a reporter’s notebook:

Where All That Concrete Pipe Went

Back in early June (2010), when crews began working to remove the mound of earthen fill on vacant acreage just west of the Turkey Hill convenience store – off the Sanatoga interchange of U.S. Route 422 – passers-by noticed and asked about concrete drainage pipes that were deposited on the property. After several weeks of grading, the pipes disappeared from public view.

They didn’t simply vanish, of course. They were used, as planned, underground as part of a drainage retention basin approved for the property at 3049 E. High St., Pottstown PA, by Lower Pottsgrove Township.

The basin, and the grass-lined swales that lead to it, are nearly invisible from East High Street, in part because the property slopes from south to north (from the highway at front, to a treeline at the rear). The basin is at the property’s northwest corner, and the swales that collect storm water run-off and funnel it to the basin partially line the north and west edges of the property.

  • Watch a video, above, that shows the drainage retention system in different views, or see it at The Post’s YouTube account. What you’ll hear is nature’s muted silence; there is no other accompanying audio.

The land is owned, and being marketed, by Tornetta Realty of Norristown for future commercial use. The drainage improvements were part of its grading permit application. The grading is designed to raise the property to street level and make it ready for a buyer or tenant.

The gates, they are open.

Go Take A Hike In Sanatoga Park

When they visit Lower Pottsgrove’s Sanatoga Park on South Sanatoga Road, most folks go either to fish at its lake or to hear music at its bandshell. On some Sunday evenings during the summer, those fishing can also listen, giving them twice the return on their investment of township taxes.

Now the township Board of Commissioners is offering a third way to spend enjoyable time at the park. Visitors can walk the formerly gated grounds of the upper level, where its ball fields are located. Gates to the upper portion had been locked for some time; commissioners’ Vice President Bruce Foltz in June suggested they be opened. Other board members agreed.

Today’s Trivia

The cooperative effort of Lower Pottsgrove and Limerick townships to create a document that spells out the future of land use and other issues regarding the Sanatoga interchange of U.S. Route 422 is now being referred to as the “Sanatoga Joint Master Plan,” according to the Board of Commissioners’ minutes of June 17 (2010).

Back in the board’s February minutes, it was called the “Sanatoga Interchange Master Plan.”

Parrot Heads Unite At Sanatoga's Bandshell

Parrot Heads Unite At Sanatoga's Bandshell

SANATOGA PA – Unless you already knew that a Parrot Head was the name given to any fan of popular singer-songwriter Jimmy Buffet, you probably passed on hearing The Mango Men band – which plays Buffet songs to perfection – when they performed in concert Sunday (July 18, 2010) at the band shell in Sanatoga Park as part of the Lower Pottsgrove (PA) Township Parks and Recreation Department summer music series.

And unless you brought a shade umbrella along, you probably joined the majority of other Parrot Heads who faced the stage from its right side, where an abundance of tree canopy shielded concert-goers from the waning but still hot summer sun.

“We feel kinda lopsided here tonight,” one band member noted with a laugh as he looked out at the crowd.

That said, you probably had a rollicking good time with the other 150 people at the concert, as the band offered its renditions of many of Buffet’s Caribbean-flavored tunes and a smattering of others.

Additionally, Philadelphia radio station B101 was on hand with its mascot, Buzzbee, to offer prizes and goodies for kids in attendance. Volunteers from Exelon’s Limerick Generating Station also handed out glasses of cold lemonade to raise money for research of and treatments for childhood cancers.

Four show dates, and their scheduled acts, remain in the concert series:

  • July 25, Barbone Street Jazz Band;
  • Aug. 1, Flamin’ Dick and the Hot Rods;
  • Aug. 8, Mesa; and
  • Aug. 15, the Pottsgrove Community Band.

Concerts are held on the designated Sundays at 6 p.m. at the band shell, 100 S. Sanatoga Rd. In case of inclement weather, shows will be automatically re-scheduled to the following Monday at 7 p.m. Weather cancellation notices will be posted Sundays after 4 p.m. at the township website.
