POTTSTOWN PA – A Bottom Dollar discount food market proposed for The Shops At Ringing Rock plaza on North Charlotte Street at School Lane got a unanimous green light Thursday (Aug. 19, 2010) from the Lower Pottsgrove (PA) Township Board of Commissioners, but not with the chain store’s usual orange-and-cream color scheme.
Shopping center creator Rosedon Development Co. and Bottom Dollar’s corporate parent, grocery conglomerate Delhaize America, have already agreed with township staff requests to dramatically tone down the store’s exterior appearance so it better fits the plaza and its more subdued-looking retail neighbors, Rosedon engineering representative Joseph Orsatti told commissioners.
It also has agreed to make limited parking lot and entrance improvements at the plaza to meet Pennsylvania Department of Transportation requirements, according to Rosedon traffic engineering consultant Matt Hammond of Traffic Planning And Design in Sanatoga.
Should Rosedon add another tenant, however, PennDOT will promptly request additional traffic enhancements, Hammond said. They would likely include left turn lanes into the plaza and School Lane for southbound North Charlotte Street vehicles, traffic signal installations at School Lane, and a reconfiguration of the “Y-like” intersection of Orlando Road and North Charlotte, he added.
Commissioners liked what they heard in presentations by Orsatti, Hammond, and township Assistant Manager Alyson Elliott. They approved an amended land development plan for the plaza in a 4-0 vote; commission President Jonathan Spadt was absent from the meeting.
The North Carolina-based grocery chain wants to open its 10,000-square-foot operation quickly in Lower Pottsgrove as part of a 21-store initiative in the greater Philadelphia area. That plan was threatened by PennDOT’s earlier demands that all traffic enhancements be in place before Bottom Dollar’s construction began. Negotiations with PennDOT won a temporary reprieve from that long and expensive process, Orsatti claimed.
In a rare move, Hammond said, the transportation agency had issued a letter of assurance that confirms it will allow Bottom Dollar to proceed with the limited parking lot and entrance changes. A plaza exit on the north end will be limited to right (northbound) turns only onto North Charlotte. About an acre of asphalt paving will be added to finish parking capacity, and highway occupancy permits will eventually be granted by PennDOT for existing entrances.
Construction is expected to begin within weeks.

Let’s keep in mind that a tenant is a tax paying customer and a new business will hire employee’s all good for the township and the area. Personally don’t beleive the location vaible for another Grocery in light of all we already have,
Lets get them in there and then work on improvements as the situation develops.
