Buchert Ridge Added Sewer Capacity Gets Board OK

SANATOGA PA – Sanatoga developer J. Wilmer “Wil” Hallman is scheduled to return next week (Monday, March 28, 2011) to continue a Lower Pottsgrove (PA) Township Zoning Board public hearing on his plans to build garden-style apartments on Buchert Road. Although the future of the project itself hasn’t been decided, one of its necessary components is now in place.

Hallman’s proposal for his Buchert Ridge Community Phase 2, to be built on the north side of Buchert – just east of Kepler Road and across the street from the Walnut Ridge townhome complex – received approval earlier this month from both Montgomery County and the township Board of Commissioners for the sewer capacity needed to make its construction possible.

The number of apartments available exclusively to senior citizens was expanded in the last version of Hallman’s plans. Eight additional equivalent dwelling units (EDUs) of capacity represented by the expansion were approved by the township Sewer Authority last December (2010), and were later also accepted by the county. Commissioners were the third and last group to make it official, with a unanimous vote during their March 7 (2011) meeting.

Board President Jonathan Spadt was absent and did not vote.

The sewer capacity gives Hallman the opportunity to add the extra apartments if he either wins zoning board approval for variances needed to bring his existing plans to fruition, or if he determines how to build the project within the scope of earlier plan approvals without requiring variances.

“If the zoning’s not approved, then maybe these EDUs go nowhere,” township Manager Rodney Hawthorne told commissioners.

Hallman’s project has run into opposition, primarily from Kepler Road residents, who object to its building height and other features. During the last Zoning Board meeting on Feb. 28, Hallman attorney Charles Garner Jr. said the developer’s request for a height variance was being withdrawn. It means that, if the project is allowed to proceed, it must be built within the height limitations of township law.

Cheapest Local Gas During Last 48 Hours In Sanatoga

SANATOGA PA – Prices for regular unleaded gasoline, according to the GasBuddy online database, ranged from between $3.49 to $3.56 per gallon during the past 48 hours across the 19464 zip code, including Sanatoga, Lower Pottsgrove (PA) Township, the borough of Pottstown, and Stowe.

Lowest local prices for regular were found in Sanatoga, GasBuddy’s volunteer spotters reported, with prices climbing as drivers traveled west toward Reading PA.

POTTSTOWN PA – The top price paid for real estate within Lower Pottsgrove (PA) Township from Nov. 15-Dec. 24, 2010, was $315,000, the Philadelphia Inquirer newspaper reports. The property is located at 1636 Potter Dr.

  • A second property, at 1557 Kauffman Rd., sold for $208,000.
  • A third property, at 3301 Walnut Ridge Estates, sold for $82,000.
  • A fourth property, at 1450 Ringing Rocks Park, sold for $60,000.

The top reported prices were listed Sunday (March 20, 2011) in “The Top 50,” the newspaper’s weekly review of highest prices paid for real estate sold within the city of Philadelphia and townships in its surrounding counties. It was the first time in several weeks that Lower Pottsgrove property sale prices reappeared in the newspaper following changes in its format and layout.

Drink, Feel Better! Pottsgrove Manor Has Your Tonic

POTTSTOWN PA – Creating alcoholic products during Colonial times, both as beverages and medicines, will be the subject of a distilling demonstration April 3 (2011; Sunday) at 1 p.m. by food historian Dr. Clarissa F. Dillon in Pottsgrove Manor, the Montgomery County (PA) historic site at 100 W. King St., Pottstown.

During the 18th Century, distilling was a process of increasing importance to those living in the colonies. Dillon, who holds a permit to distill for research purposes, will discuss both kinds of products as well as different types of stills. She will bring along a display of distillations she has prepared from historic recipes.

The lecture is being held in conjunction with Pottsgrove Manor’s new exhibit, “Spirituous Liquors and Healthful Distillations: Alcohol in Colonial America.” A guided tour of the exhibit will be offered after the presentation. A donation of $2 per person is suggested.

Pottsgrove Manor is the restored home of John Potts, colonial ironmaster and founder of Pottstown. The museum, located near the intersection of King Street and Route 100, is operated by the county Parks and Heritage Services Department.

Pottsgrove Plans Small Move For April Budget Meeting

POTTSTOWN PA – Because there may be an larger-than-usual crowd April 12 (2011; Tuesday) to hear recommendations for 2011-2012 expense reductions and new revenues offered to the Pottsgrove Board of School Directors by its Community Budget Task Force, board members are moving their meeting location. They won’t go far, though.

The April 12 meeting is planned at the temporary home of Ringing Rocks Elementary School, 844 N. Keim St., Pottstown PA; it’s the former St. Pius X High School building, now jokingly referred to by staff and parents alike as “Saint Rocks.” Normally, the school board would meet in its cafeteria; for the April session, Pottsgrove School District administrators said in a Friday (March 18) e-mail, it will move to the gymnasium and start at 7:30 p.m.

The task force of about 70 volunteers has worked since Feb. 23 to discuss ways the district might trim expenses or find new money to close what now is anticipated to be a $2 million deficit in its $58.5 million preliminary budget for the next school year. Reports from its various committees will contain suggestions for board members to consider.

Task force committees most recently met Tuesday (March 15) at the high school, with the exception of the transportation committee, which met Monday (March 14).

Directors also are scheduled to meet March 22 (Tuesday) at 7:30 p.m. in the district office, 1301 Kauffman Rd., Pottstown.

Is State’s Redistricting Already Less Than Transparent?

HARRISBURG PA – The every-10-years process of changing the size and shape of the Pennsylvania’s Congressional districts, as a result of population shifts documented by the U.S. Census, was promised this year to be “open and transparent” in the state capital. Despite such pledges, The Pennsylvania Independent online news service reported Friday (March 18, 2011), back-room political maneuvering may already be at work.

Some critics charge Lower Pottsgrove (PA) Township was a victim of redistricting in 2000, when it was included in the state’s 15th Congressional District. That’s generally aligned with Allentown area and Lehigh Valley interests, they claim, rather than those of the township’s natural neighbors in Limerick and Pottstown, both of which are in the 6th District.

A similar misalignment, The Independent’s story said, is being considered for at least two other districts.

Pottsgrove 2010 Grad Completes Army Vehicle Course

POTTSTOWN PA – U.S. Army Pvt. Jonathan M. Shaff, who graduated last year (2010) from Pottsgrove High School, has now also graduated from the H-8 Tracked Vehicle Recovery Specialist Course at Fort Knox KY, according to the Joint Hometown News Service.

The course is designed to teach skills and knowledge needed to perform recovery operations using a tracked recovery vehicle. It includes field and classroom training in the proper use of tools, equipment, technical data, and ways to determine recovery methods, locate recovery sites, operate tactical communications equipment, and maintain recovery vehicle weapons.

Shaff and other students drive, maintain, and perform preventive maintenance on recovery vehicles; receive operating instructions in recovery vehicle component equipment, auxiliary power units, and use of proper recovery safety procedures when rigging, recovering and towing tracked vehicles.

Shaff is the son of Natalie Conway of Welsh Drive, Pottstown PA, and Anthony J. Shaff of Acworth GA.

Auditors Lavish Praise On Lower Pottsgrove Finances

SANATOGA PA – Auditors of Lower Pottsgrove (PA) Township’s financial record-keeping for 2010 had little but glowing praise Thursday (March 17, 2011) during an stunningly brief (only 11 minutes by the president’s watch) meeting of the township Board of Commissioners.

The board agenda was short, St. Patrick’s Day was being celebrated, and March Madness basketball games were about to get under way. All combined to ensure commissioners were quickly in and out of the conference room in the municipal building, 2199 Buchert Rd., Pottstown PA. While there, though, they beamed at the report of Barbara Akins, a certified public accountant on the staff of Reinhart & Company CPAs in Boyertown PA.

Akins noted the township spent $5.076 million during the past year, less than it budgeted, and also took in $4.871 million in revenues, more than it anticipated. The result, she acknowledged, was that its savings account, or general fund balance, got tapped for less money than commissioners budgeted and expected to cover the deficit. “That really helped you,” Akins said.

She also noted township employees were “doing a great job” in diligently checking bills and invoices to ensure they were proper, and in accounting for all incoming cash. “They’ve got great organizational skills,” Akins said of the staff.

“They are exceptional as always,” board President Jonathan Spadt agreed. “I applaud staff for not taking the budget as gospel,” added Commissioner James Kaiser. “They didn’t spend money just because we had it in there.”

The Reinhart firm also conducted audits on the finances of the Sanatoga and Ringing Hill fire companies. They, too, were in good shape, Akins said, but for them auditors made what she called “several minor recommendations” for improvement.
