Witnesses have told West Pottsgrove police and county detectives, who are jointly investigating, that at the time of the crash the 2007 BMW automobile driven by Santiago was racing another vehicle at speeds that exceeded 100 miles an hour. When first responders arrived, they found the BMW had broken through a guardrail and was resting on its roof at the bottom of a 30-foot embankment.
The other vehicle and its driver fled the scene and are still being sought. The car is reported to be a newer model black Dodge Challenger, with a Delaware license plate and dark tinted windows, bright headlights and yellow fog lights.
