Pottstown Plowing Its Money Underground ... Part of the project will be funded with federal and Montgomery County grants, it said.

Storm Sewer Arch Access Improvements and Repairs Borough of Pottstown

The Borough of Pottstown will receive sealed bids online for the Storm Sewer Arch Access Improvements and Repairs project located in the Borough of Pottstown, Montgomery County, Pennsylvania. Online sealed bids are to be submitted on June 3, 2013 at 11:00 AM EST at which time they will be opened and read aloud at the offices of the Borough Engineer, Remington, Vernick & Beach Engineers, located at 922 Fayette Street in Conshohocken, PA.

The Borough is making improvements to its storm sewer infrastructure, which includes large stone masonry arched sewers. In general, the scope will include making access improvements to the existing sewers, as well as making repairs to limited portions of these sewers.

Bid security in an amount equal to ten percent (10%) of the total amount bid must be submitted with each Bid. Bid security may be provided in the form of either a certified check or a bank draft, or a negotiable U.S. Government Bond (at par value), or a satisfactory bid bond. Certified checks or bank drafts must be payable to the order of the Borough of Pottstown. Bid bonds are to be executed by both the Bidder and the surety and must be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.

Project funding is being provided for this project by the United States Environmental Protection Agency (US EPA) through Special Appropriations Act funding and by the Montgomery County Department of Housing and Community Development through Community Development Block Grant (CDBG) funding.

Contractors will be required to seek minority business, women business and small business participation in obtaining supplies as well as in subcontracting work. This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 30, et al., through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. Bidders are required to comply with the Public Works Employment Verification Act in accordance with Pa Code Title 4, Chapter 66 for all public works contracts in excess of twenty-five thousand dollars ($25,000). The successful Bidder will be required to furnish and pay for a Satisfactory Performance and Payment Bond and Labor and Material Bond. This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low income persons, particularly persons who are recipients of HUD assistance for housing. Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

The Borough of Pottstown reserves the right to reject any or all Bids or to waive any informalities or irregularities in the bidding when, in the opinion of the Borough, such rejections or waivers shall be to its interest or advantage. Prior to awarding the contract, bids may be held by the Borough for a period not to exceed sixty (60) days from the date of bid openings for the purpose of reviewing the bids and investigating the qualifications of bidders. Bidders are required to comply with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442, where the estimated cost of the total project is in excess of twenty-five thousand dollars ($25,000).
