Borough OKs Joint Riverfront Economic Plan

POTTSTOWN PA – A proposal to bring economic growth to 255 acres fronting the Schuylkill River, and spanning portions of West Pottsgrove Township and the borough of Pottstown, took another step forward Monday (July 9, 2018). Borough council members agreed to approve and sign a document that could result in an engineering study for the idea, as well as start a search for interested developers.

A memorandum of understanding between the municipalities was already approved last month by West Pottsgrove’s Board of Commissioners. The council similarly authorized the agreement for its role in the “Keystone Employment and Economic Plan” during its 7 p.m. meeting in Borough Hall.

Montgomery County planners and Pottstown Area Industrial Development Inc. representatives advocate extending Keystone Boulevard beyond its connection from College Drive, through the borough and township to Grosstown Road. Vehicular access could significantly increase chances developers would be interested in bringing residential, industrial, office, and research projects to riverside parcels there, they claim.

Although the municipalities now officially favor and will work together on the concept, one of the biggest questions facing them is whether the drive should be extended first – at a what could be a substantial cost – or wait until developers recognize and act on the opportunity. County planners suggest good things might happen more quickly if both took a “leap of faith” to build the road.

Realignment of the U.S. Route 422 interchange at Grosstown Road, which is part of the Pennsylvania Department of Transportation’s extensive roadwork projects on the four-lane, limited access highway, is expected to whet developers’ appetites as well. what will result in improved ability to have traffic flow through the interchange makes the surrounding area ripe for a variety of uses, the county believes.
