Philadelphia Woman Sought on Theft-Related Charges

UPPER PROVIDENCE PA – A 34-year-old Philadelphia woman, identified in surveillance video as an alleged thief whom Upper Providence police officers claim has already found victims in Collegeville and Oaks, is wanted by the police department on an arrest warrant issued earlier this month, its CrimeWatch website reports.

Krystal Lee Borrero is being sought on several separate felony counts of accessing devices issued to other persons who did not authorize their use, as well as counts of theft by unlawful taking, theft by deception, and receiving stolen property, according to court records. The charges reflect department investigations of unrelated incidents that occurred last December.

Police say they received separate complaints Dec. 21 (2020) from female victims “who had their wallets stolen while shopping within Upper Providence.” The first was a customer at the Home Goods store in Collegeville, officers claim; the second, at BJ’S Wholesale Club in Oaks. Both said their wallets were stolen from their purses.

After it later inspected camera footage, the department alleged a woman is seen “fraudulently” using the victims’ debit and credit cards “at nearby retail establishments.” Upper Providence worked with outside law enforcement agencies, and conducted a “call detail record analysis,” to determine Borrero was its suspect. The warrant was issued May 12 by Magisterial District Justice Richard Welsh.

Anyone who knows the whereabouts of Borrero, or who may have more information on the incidents, is asked to call the department at 610-933-7899. Information also can be offered anonymously by using the department’s CrimeWatch Submit A Tip webpage, here.
